at S. 6th Street and Mill Avenue S.
Dear Ron:
This letter is written in re s pans: to a request from Mr. Sigi Ullrich that
the water supply capability fur :ivhttng a fire (fire flow) at his apart-
mente be determined. The apartment ouxlding is north of S. 6th Street on
Mil: Avenue S. Presently, the fire fl-, capability is approximately 1,300
gallons per mi.oute at a xemidaal pressure of 20 psi. This flow was deter-
mined using the computer model of tl,e City water system and criteria which
haz been consistently used in the past.
It was immediately apparent that the most significant restriction in
suPPlying the fire ilw to Mr. Ullrich'd apartments was the 4-inch diameter
Pipeline in Cedar Avenue S. from 1 . 6th to S. 7th Street. A less signifi-
cant restriction occurred in the 6-inch diameter pipeline from the Seattle
meter to High Avenue South. Pl
line from South 7[h to South 5tacement of a parallel 8-inch diameter pipe-
h Street and from High Avenue S. to the
Seattle Meter would increase the fire flow capability to approximately
21000 gallons per minr•te.
If Mr, Ullrich proceeds with these projects, the City should consider
incressing the Cedar Avenue pipeline diameter to 12 inches since:
1• This will provide improved fire protection for Cedar and
Mill Avenue& frog S. 7th north to S. 3rd Streets.
2. Should the City decide to pump water up to the Renton Mill
area from the win City supplied pressure zone, this pipeline
could be used.

for Increasing Fire Flow Capabilities
Dear Warren:
:1r. Sigi Ullrich is nearing completion of an eight-unit apartment building
Of, Renton trill between Mill Avenue and Cedar Avenue near South 6th ;!,rest.
the City Fire Department has indicated that the fire flow requirement for
this building is 2,000 gallons per minute, which can be Burt by constructing
the new water lines shown in the attached figure. Mr. Ullrich is committed
to providing These waterlines prior to obtaining an occupancy permit for
the referorv:ed building.
It is recogniaeo that these water main improvements -dill not only benefit
Mr. Ullrich's project but also the entire Renton Hill area since fire flow
capabilities will be increased substantially. our June 23, 1980 letter to
Mr. Ron Olsen has been attached as substantiation of the effacts of these
pipeline improvements. That letter also suggests that the City consider
participation in these pipeline pro ,ects since they are of general benefit
to the entire Renton hill area. Further, two additional reasons exist for
.uggesting Pity participation:
I. The pipelines needed for fire protection in the Renton Hill area
can also be used for supplying this area with City water when a
PUMP station is constructed from the City's main pressure zone.

2. Few alignments exist for future pipe improvements in the Renton
Hill area. 'she alignments that are available are crowded which
results in improvements that are difficult and therefore costly.
Our recommendation to the City is that they consider participation in approx-
imately 25 percent of the cost of these pipeline improvements, and that they
conaide, increasing the 8-inch diameter pipeline to a 12-inch diameter pipe-
line oo Cedar Avenue from S. 7th to S. 6th Street and from Cedar to [fill
Avenue-, on S. 6th Street. The folloding estimated .st.s are pro, ided for

Community Community Services Committee Chairman Reed submitted committee

Planning Department re interjurisdictional Projects. The committee
Housing and recommended that the City endor5_ four applications for Inter-
Community jurisdictional Funds: (a) Neighborhood Strategy Area Program,
Oeyelopment (b) Unified Weatherization Program, (c) Lender Low Interest
Programs Program end (d) Serior Housing Program. MOVED BY REED, SECOND
STREDICKE, COUNCIL CONCUR IN THE COMMITTEE REPORT AND ENDORSE
THE PROGRAMS. CARRIED. Councilman Stredicke expressed concern
for apyointnent of Housing and Community Development Citizens
Committee. Mayor Shinpoch invited names of citizens desiring to
serve.

Comprehensive recommendation that the City participate to the extent of 1/3

for Increasing Fire Flow Capabilities
Dear Warren:
flr. Sigi Ullrich is nearing completion of an eight-unit apartment building
on Renton Hill between Hill Avenue and Cedar Avenue ,near South 6th Street.
The City Fire Department has indicated that the fire flow requirement for
this building is 2,000 gallons per minute, which can he met by constructing
the new ester Linea shown in the attached figure. Kr. Ullrich is committed
to providing these waterlines prior to obtaining an occupancy permit for
the referenced building.
It is recognized that these water main improvements will not only benefit
Mr. Ullrich', project but also the entire Renton Hill area since fire flow
capabili�ies will be increased su'Dstantially. Our June 23, 1960 letter to
Mr. Ron Olsen has been attached as substantiation of the effects of these
pipeline improvements. That letter also suggests that tht City consider
participation in these pipeline projects since they are of general benefit
to the entire kenton Hill area. Further, two additional reasons exist for
suggesting City participation:
1. The pipelines needed for fire protection in the Renton Hill area
can also be used for supplying this area with City water when a
pump station is constructed from the Citv's main pressure zone.
2. Few alignments exist for future pipe improvement; in the Renton
Hill area. Tne alignments that are available are crowded which
results in improvements tha'. are difficult and therefore costly.
Our recommendation to the City is that they consider participation in approx-
imately 25 percent of the cost of these pipeline improvements, and that they
consider increasing the 8-inch diameter pipeline to a 12-inch diacv'tcr pipe-
line on Cedar Avenun ft= S. 7th to S. 6th Street and fror., Cedar to Mill
9venues on S. 6th Street. The following estimates costs are provided for

This letter is written in resp^nas to a rea, -st from Mr. Sigi Ullrich that
the water supply capability for fighting r fire (fire flow) at his apart-
ments be determined. Tne apartment building is north of S. 6:b Street on
Mill Avenue S. Fresentty, the fire flow capability is approximately 1,300
gallons per minute at a residual pressure of 20 psi. This flow Pas deter-
mined using the Computer model of the City water svetem and criteria which
has peen consistently used in the past.
It was i.mmediateiy apparent that the host significant restriction it
supplying the fire flow to Mr. Uilrich's apartments was the 4-inch diameter
pipeline in Cedar Avenue S. from S. 6th to S. 7th Street. A less •ign=fi-
cant restriction occurred in the 6-inch diameter pipeline from the Seattle
meter to High Avenue South. Placement of a Parallel 6-inch diameter pipe-

neattle Heter would increase the fire flow capability to approximately
2,C gallons per minute.
If '9r. Ullrich proceeds with these projects, the City should consider
increasing the Cedar Avenue pipeline diameter to 12 inches since.
