SUBJECT: TEMPORARY PARKING LOT VALLEY MEDICAL CENTER
_�- This is an update of BY comments given to the Board of
Public Works and to the Envirormental Review Committee last
Wednesday, November 18, 1987. I have polled my staff and
the suggested approach to allow this application was okay.
First, we need to review, approve and make a site approval.
Second, Valley Medical needs to apply for a deferral of
asphalt paving through the Board of Public Works.
Please have your staff also look this over and, if there are
any major problems with it, please notify us.

Dear Mr. Lewis:
At the request of Mr. Ron Olson with the City of Renton, we mat on
October 30, 1987 to discuss a number of his concerns regarding the 12"
water main to be rerouted around the proposed parking structure for the
subjact project, The various issues discusapd are as follows:
1) The existing 12" main running through the site may only be "out of
service" for the time required to make the necessary connection to
!, the relocated main. This may create a construction problem, as
designed, because the excavation for the footing of the north wall
could expose +1e newly constructed watermain, should this line to
be constructed prior to the north wall. It should also be noted
that the maximum bury of -be main is approximately ten feet, which
is far above the necessary depth to protect the line fro& footing
excavation.
2) Fire code requirements state that a main shall be constructed
.sound the new parking structure capable of conveying the proposed
structure's fire flow requirements. According to Ron this flow
ranges from I,b00 GPM to 5,0^0 GPM for Phase's One and Two _AIA,W.requiring a 12" main to meet these needs.
3) The a. .tion of any required watermain connection tee's for the
proposed parking garage should be installed during tht initial
watermain construction, not after the fact. Also, if possible,
all connection points should be on the new 12" uin and not f
connected to the 12" main along the south side of the entry drive.
In the course of the meeting, solutions were also disc,aaed. The one
exhibiting the most promise is to relocate the existing 12" main
effected by the parking structure around the east side of the parking
structures phase two limits. This would enable the construction of
phase one's north wall, without interrupting the fire flow on or off
site. 'thin after all footing and retaining wall work is completed and
backfilled, the 12" main as presently proposed could be constructed
without conflict.

response being portions of the project are currently put to bid.
