We are in receipt of your request for a latecomer agreement for
waterline inprovpments in Monroe Ave. N.E. for the Hilltop pro-
ject.
We are also in receipt of the $42.816.00 figure for water off-site
improvements. In order to process your latecomer agreement, we
need a cost breakdown of the total dollar figure, i.e. valves,
hydrants, Pipe by size, labor and Washington State Sales Tax.

processing of your latecomer agreement.

The following is a portion of Ordinance 030S6, City of Renton, Washington,
which amends Chapter 2 of Title III (Department
"Code s) of Ordinance 01628 entitled
General Ordinances of the City of Renton" pertaining to the Water
Departmeme nt, relating to charges, installations, fees and procedures.
Section 3-206, Subsection (F) as anended:
(F) Vnsnever it is deemed prudent, in cease of a new developmant
Of subdivision, to install the service from the main to the
property tine, hereinafter referred to as "stub aeruice"
prior to conitletion of street construction, the City wilZ

of the then current rate shall be collected and paid for by

CORRESPONDENCE Letter was read from Pat Houlbjerg advising interest by an
Maplewood Golf Out-of-state party in purchasing Maplewood Golf Course for
Course purposes of residential development. Mrs. Houlb'erg
provided
updated information that a bid has been made by the referenced
party, owner of a large building company specializing in
condomir,i um development. She urged the Council to take action
to acquire the golf course property and retain it for park
and recreational use. Mayor Shinpoch advised that data is
being gathered and financing mechanisms are being reviewed
for presentation at the December 13th Committee of the Whole
meeting if Council decides to address the matter of golf
course acquisition at that time. City Attorney Warren
reported that the golf course board will meet on December 20th
to make a final decision as to whether or not they will
entertain the developer's offer. The Council will have
sufficient time prior to that date to consider the matter,
Mayor Shinpoch noted that the property is neither located
(See later motion) within the City boundaries nor zoned for residential use.

Utilities concurring in the recommendation of the Public Works
Committee Department to approve the latecomer agreement for Anderson-
Anderson-Minietta Minietta storm system improvements installed under the
Latecomer Agreement Del-Mar Building Project at 15 South Grady Way (referred
for Storm System September 26. 1983). The Committee further recommended
that the Mayor and City Clerk be authorized to si,n the
agreement. MOVED BY MATHEWS, SECONDED BY KEOLKER, COUNCIL
CONCUR IN 'HE UTILITIES COMMITTEE REPOAT. CARRIED.
Fund Transfer Utilities Committee Chairman Mathews presented a report
for Water/Sewer concurring in the recommendation of the Public Works
Capital Department to approve the request for transfer of funds
Improvement from Reserve Fund N3665 for projects approved in the Water/
Program Sewer Capital Improvement Program. The Committee further
recommended referral of the matter to Ways and Means
Committee for resolution. MOVED BY MATHEWS, SECONDED BY
STREDICKE, COUNCIL CONCUR IN THE UTILITIES COMMITTEE REPORT.

Joint Surplus Councilman Stredicke requested information regarding the
Equipment possibility of joining other cities and increasing the scope
Auction of the City's surplus equipment auction. Mayor Shinpoch
indicated the possibility of a joint auction is being looked
into for next year.
CMG International Councilman Stredicke requested a written report regarding
(Sunpointe) CMG International development progress (oral Administrative
Report 11/19/84). He also questioned whether or not a
resolution approving the Final Planned Unit Development for
a portion of the Sunpointe development (CHG International)
would be presented this date. Ways and Mears Committee
Chairman Clymer advised the resolution is being held until
receipt of a proper legal description; two parcels have
been sold since original legal description was filed with
the City. Mayor Shinpoch also reported that the City is
still holding the bond filed by the developer for street
improvements.

I am in receipt of your letter dated January 29. 1981, regarding the
installation of a 10" water main on Monroe Avenue adjacent to the
Renton Vocational-Technical institute.
The present financial condition of the school district does not allow
for a monetary cont6hution to the installation of the water main.
We anticipate a future school bond proposal will he submitted to the
general public for their approval. If the bond issue is received in
a favorable manner we anticipate the school district will have
sufficient funding to meet the capital improvements associated with
the Renton Vocational-Technical Institute,

It is our understanding the Renton Vocational School is to parti-
cipate equally in the cost of the new 10" water main we will be
installing in Monroe Avenue.
Our cost estimate is $57,212.00. A breakdown of the costs and
one set of construction plans is attached for your information.
We anticipate construction to begin in the fall of 1981.
