C.O. 017 - Re-do drainage on driveway on Lind Ave. at Station 84+81 (North Koll Drive). 3. C.O. #19 - Adjust valve boxes and manhole covers on Line Avenue. 4. C.O. #20 - Talbot Hill Reservoir Tie-in A. Correct bumps in asphalt where new asphalt ties into old at North and South ends of project on Talbot Road. Replace asphalt in drainage ditch on West side of res( -voir. 8. Restore asphalt in front of Eliason home at 1901 Talbot Road. C. Complete restoration of top soil, flora, and precrnstruction ground elevations. D. Replace Miller meter box with standard meter box and out to grade. E. Reattach guy wires of power pole on East side of Talbot Road (Station 1+50). 5. Fill remaining core holes on )L2 ramp, East Valley Road, and on S.W. 41st. 6. At tte sanitary sewer lift station (on Lind Ave. S.W. at S.W. 19th) the electrical boxes must be secured to the concrete base. Olsen, Utilities Engineering Dear Mr. Olsen: Your letter of January 27, 1981, to Mr. Kretzer regarding the installation of a 24-inch water main in Lind Avenue from S.W. 19th Street to S.W. 27th and also from S.W. 27th to S.W. 29th Street as well as that portion in S.W. 29th Street v im Lind Avenue S.W. to the East Valley Highway. We have been requested to review the cost of the installation by the city of a 12-inch .main amounting to $146,425.78. In reviewing our files, we are unable to determine the hasis on which the $146,425.79 figure was determined. We did find the cost for over- sizing the pipe amounting to $51,027.12 which has been paid the city by the Burlington Northern. I would appreciate any backup information that you may furnish as explanation for the cost of installing a 12-inch pipe so that we can forward this information to St. Paul for payment of the bill. By constructing this fill you have eliminated the north- south water movement in the swamp channel. Soils, accordirg to the area to the south consist of peat and silty material to a dapth of 12-15 feet. These are relatively unstable. Place- ment of equalizer culverts of 18 inch diameter appears to be questionable from a capacity standpoint. In this locale, flat culverts will silt up quite readily. We recommend the City install 24 inch or 30 inch minimum (two culverts) unless your hydrology indicates otherwise. Unless adequate culvert capa- city is provided water levels will increase due to restriction. Possible adverse affects on SR 167 could be movement of fines from the fill and highway settlement. Therefore, unless adequate culverts are installed all of the fill must be removed from within our right-of-way. Originally the Lind Avenue main was pla-aed as the backbone of the system and was sized as 24" pipe. The logical layout of industrial tract with rail service lines and the retention of the Springbrook Creek as greenbelt resulted in very large blocks with several cul-de-sac streets in the B.N. projent. In discussing the effects of the lot/street layout on the water system and reviewing computer analyses with you, the following solutions were - thcught desirable: 1. The Lind Ave. 24" line could be reduced to 16" resulting in both direct savings in main costs sad significant indirect savings in gravity utilities because of the reduced pre-emption - by the water main of the narrow vertical envelope available for their installation. 2. The cul-de-sa^z and large blocks were not acceptable without addition: looping through easements. 3. Additional north-south capacity was nece,aery in the mid-block between Lind Avenue and Fast Valley Highway to compensate for the reduction to 16" on Lind Avenue. The schematic attachment to you letter is not correct. The latest computer moael is based on 3 - 12" lines between S.W. 29th and S.W. 4J.st. These were to have beer East Valley, mid-block, and Lind Ave. Lind Avenue is now being constructed as a 16" whicr. is the equivalent of twc 12" lines. The water main plan 'or Orillia Industrial Park submitted with the preliminary Flat is a comprehensive plan intended to ensure the orderly development of the industrial park's water system. To that end certain water mains appear which are not in public rights of way. These lines are shown for the purpose of guiding the develop- ment of the internal systems required under Renton's fire hydrant ordinance. As an example in the mid block area between S.W. 29th and S.W. 34th it is desirable to loop the five lines to provide a north- south connection between the streets rather than looping back to the same street. The schematic attachment to you letter is not correct. The latest computer model is based on 3 - 12" lines between S.W. 29th and S.W. 41st. These were to have been East Valley, mid-block, and Lind Ave. Lind Avenue is now being constructed as a 16" which is the equivalent of two 12" lines. The system will therefore have the modeled capacity. In addition the benaroya project is installing two 12" connections between 41st and 43rd where one was modeled. This gives one 16" and four 12" nurth-south lines or 50% more than the model. After the remaining portions of Renton's system are installed, part- icularly East Valley, S.W. 27th and Longacres Parkway, there will be ample capacity without use of loops generated ]eternally. It appears seasonable that if this occurs in timely fashion such loops as the line across Springbrouk from S.W. 30th to S.W. 31st be eliminated. You also mentioned the S.W. 19th water main being installed under LID #302, which ie a separate issue. The outside of the pipe should be at least one foot above the top of the wall footing. Centerline elevation of a new 24-inch pipe would s be about 183.25. Additional reinforcing steel and concrete would be required around the new pipe to repair the breach in the wall. This would probably involve formation of a structural concrete patch on the inside of the reservoir which would need to be out of service for perhaps two weeks. The new pipe might be continued clown the sloping hopper to the bottom floor slab. This would enable the maximum possible amount of water to be withdrawn by creating a siphon action. Before adopting that method a review should be made of its effect, if any, upon the operation of pumps in the new booster station. Our discussions indicated that the City might not require an altitude valve on this new 3. There should, however, be a shut-off valve in a deep . At immediately outside the reservoir wall. It is possible that the vault could be built with the wall footing to serve as the vault floor. Its walls might provide structural support to the wall or a concrete pipe vault might be more economical overall. We would be prepared to determine the most viable alternate and to provide drawings and brief specifications for the recommended construction up to and including the valve and vault. Shop drawings would also be processed. In view of the importance of the work on the inteqrity and watertightness of the reservoir we would also make two trips to the site. The first would be to meet with the City and the contractor on site so that the intended work could be discussed and approved. The second would be on the day that critical repair concrete was to be poured. If the above proposal is acceptable, please instruct us to proceed. Talbct Reservoir - Inlet/Uutlet Hydraulic Capacity This letter is to confirm the discussions in your office on 31 January 1979 with na 1 to increasing the hydraulic capacity of the inlet/outlet facilities at the above reservoir. The total demand which will be placed upon the distribution system by the proposed fire requirements in the valley area, plus the new booster pump station, will be greater than was anticipated when the reservoir was designed. It will be necessary to increase the inlet/outlet hydraulic capacity starting inside the reservoir. It is not essential to provide increased capacity to allow withdrawal of all water from the reservoir. Alternate methods of obtaining the desired capacity would involve penetrating the reservoir structure either immediately below or above the wall footing which is at higher elevation than the floor. The location in plan will depend upon the intended additional connection to the existing distribution system in the vicinity of the reservoir which the City will determine. The intended position would need review to adjust for possible structural considerat'.ons. It would be relatively easy to penetrate the 6-inch sloping concrete slab of the hopper bottom, insert a new inlet/ outlet pipe and repair the slab. This method, however, would call for jacking beneath the wall footing and inclined slab for a distance of almost twenty feet. The nature of the soils is expected to be such that the work could be accomplished without undue risk to the reservoir structure but tunnelling would not be acceptable. This system was designed to deliver approximately $500 gpm e 20 p.s.i. residual water pressure. The Public Works Department Implicitly envisioned no safety or engineering problems in the proposed design of S.W. 29th otreet. On the basis of this evidence the Examiner is led to conclude that the extension of S.W. 29th Street is unnecessary. 4. Landscaping plans for the perimeter of the site, applicable streets and entrances to the industrial park must be submitted to the Planning Department for review and approval. Landscaping should be installed in conjunction with construction of buildings on the lots. 5. Required on-site improvements normally are installed prior to submittal of the final plat (Section 9-1106. 3.H. (5)) unless a deferral is granted by the Board of Public Works. In this case, neither has occurred. Since the Board of Public Works is reviewing the deferral, the final plat approval can be issued contingent upon the deferral. 6. Utility easements must be specified on the plat per approval of the Utilities Division. 7. It appears that the final plat adequately serves the public health, safety, general s welfare and interest. The request is for approval of the final plat for Division No. 1 of Orillia Industrial Park. 2. The Planning Department n port accurately sets forth the issues, applicable policies and provisions, findings ,rd fact, and de-tartsantal recommendations in this matter, and is hereby attached as Exhibit 01 and incorporated in this report by reference as set Forth in full therein. 3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental Policy Act of 1971, as amended by R.C.W. 43.2l.C., an environmental impact statement was issued on October 22, 1975 for the subject proposal by Gordon Y. Ericksen, responsible official. 4. Flans for the proposal have been reviewed by all city departments affected by the •- impact of this development. 5. There was no opposition to the proposal expressed. 6. All existing utilities are available and in close proximity. 7. The proposal is compatible with the applicable requirements of Section 4-713 (H-1) and 4-730 (M-P) of Title IV, Ordinance No. 1628, Code of cenexal Ordinances. S. He advised that the proposed extension of the cul-de-sac was recommended to provide better access for Lots No. 9 and 10 and allow appropriate improvements and -dscaping. He referred to the goals and policies of the Comprehensive Plan regarding eir.,a.. .ion and landscaping of open space in reviewing the recommendation for extension of S.W. d .th Street.
