The following briefly describes the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for January 13, 2026 at 11:00 AM before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one of the methods listed below. See also https://rb.gy/mqf0la PROJECT DESCRIPTION: The applicant, the Saleh Foundation, is requesting Hearing Examiner Site Plan Review, a Hearing Examiner Conditional Use Permit, and Environmental (SEPA) Checklist in order to construct a new 5-story, 35,000 square foot mixed-use building at 4108 and 41XX Jones Avenue NE (parcel nos. 3345700080 and 3345700085). The project site totals 52,341 square feet (1.20 acres) and is located in the Commercial Arterial (CA) zone with an Urban Design District D overlay and a Comprehensive Plan designation of Commercial Mixed Use (CMU). The development will include ground-level parking beneath the building (20 stalls), with an additional 42 stalls provided offsite under a shared parking agreement, and 7 parallel stalls created along the project frontage. Access will be taken from a new driveway off of Jones Avenue NE. The building will include religious assembly spaces, spaces for community-serving uses, and five (5) residential units. The site contains two (2) Category III wetlands and associated buffers, as well as regulated steep slopes along the eastern property line. Existing structures and pavement will be removed, and wetland buffers will be enhanced consistent with the submitted buffer enhancement plan. Approximately 0.34 acres of the site are considered buildable after excluding sensitive areas. Proposed improvements include dedication of four and one-half feet (4.5’) of right-of-way and half- street frontage upgrades along Jones Avenue NE, consisting of travel lanes, an on-street parking lane, curb, gutter, planter strip, sidewalk, and street trees. Landscaping is proposed along the project frontage, in required setbacks, and within buffer areas to be restored. Tree retention will meet the City’s requirements, with removal limited to three (3) hazardous trees located within the wetland buffer. The estimated construction value is $9.5 million. The applicant submitted a traffic impact analysis, arborist report, drainage report, geotechnical report, wetlands assessment, and Environmental Checklist to evaluate the application. DATE OF APPLICATION: October 21, 2025 NOTICE OF COMPLETE APPLICATION: October 23, 2025 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non- Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
