This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 10.02.2025, at approximately 1924 hours, I was dispatched to a two-vehicle, non-blocking, non- injury collision near NE 4th ST and Monroe Ave NE., in the City of Renton, WA, the County of King. At the time of this incident, I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Chevy Silverado #314, equipped with "POLICE" markings, interior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person 1 was a police sergeant. I was assigned as the graveyard patrol sergeant for the north end of the city, 6r20. At the time of this collision, it was dark with the streetlights illuminated, approximately 63 degrees, and it was clear and dry. I arrived on scene at approximately 1928 hours and spoke with all involved parties, who stated they were not injured. Both vehicles were pulled off the roadway near 432 Monroe Ave NE. I asked who was driving Unit 01 (later identified) and was advised the driver was TORRES VALDOVINOS, MARIA DEL ROCIO (DOB: 09.08.1974). 1 asked for TORRES VALDOVINOS' license, registration and proof of insurance. Unit 01 was identified as a 2020 black in color Chevy Silverado Pickup Truck bearing WA Plate: C29598Z. Unit 01 had minimal damage to the front bumper area, but it was operable. Unit 01's driver was identified by her WA State Driver's License as TORRES VALDOVINOS, MARIA DEL ROCIO (DOB: 09.08.1974). TORRES VALDOVINOS matched the photo shown on her WADL and when asked what happened her daughter said they were traveling westbound on NE 4th ST, approaching Monroe Ave NE, when Unit 01 rear-ended Unit 02, who was stopped for traffic backflow. A WACIC/NCIC/DOL query on TORRES VALDOVINOS returned clear and valid. Unit 02 was identified as a 2008 white in color Toyota Rav4 bearing WA/414XLH. Unit 02 had damage to the rear bumper, the back window was broken out and trunk area, but it was operable. Unit 02's driver was identified by his WADL as BRECHT, BAILEY GAVIN (DOB: 01.28.1995). BRECHT matched the photo shown on his WADL. BRECHT stated he was traveling westbound on NE 4th ST and was stopped approximately 10 vehicles `back' from Monroe Ave NE. Unit 02 was at a stop when he was struck from behind by Unit 01. A WACIC/NCIC/DOL query on BRECHT revealed he was clear and valid. I completed the exchange of information form and provided it to both drivers. As I was getting ready to clear the scene, BRECHT came up to my patrol truck and advised me Unit 01 was lying about who was driving at the time of the collision. BRECHT said although TORRES VALDOVINOS, said she was driving, she was not the driver at the time of the collision, and he identified the actual driver, who was later positively identified as BAHENA TORRES, BETSIY J. (DOB: 03.27.2008). A WACIC/NCIC/DOL on BAHENA TORRES revealed she was `not licensed -eligible.' Before Unit 01 could leave the scene, I reapproached the vehicle and told them to honestly tell me who was driving the vehicle at the time of the collision and advised them they were making a false police report. BAHENA TORRES admitted she was driving the vehicle at the time of the collision. I updated dispatch and asked for additional officers to respond to the scene. Based on the fact BAHENA TORRES and TORRES VALDOVINOS lied about the circumstances surrounding the collision, I issued the following SECTOR citations: SECTOR 5AO707234: Issued to BAHENA TORRES : Violation of RCW 46.20.015: No VOL with ID; violation of RCW 46.20.017: No DL on person and violation of RCW R 10-12-25: Inattentive Driving.
