EG38438 CASE# 25-8395 DATE OF COLLI r�510NN + 09/28/25 11:15 L1 NARRATIVE 25-8395 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 09/28/2025, 1 was working as a police officer in the city of Renton. At approximately 1117 hours I was dispatched to a motor vehicle collision, located at Gene Coulon Park, 1201 Lake Washington BLVD N, City of Renton, County of King, WA. This incident was captured on my department issued Axon body camera. According to the notes in the call, there was a collision involving two vehicles. The occupants of one of the vehicles had left the area on foot. I arrived on scene and located both vehicles in the 2000 block of Lake Washington BLVD NE. Unit 2 was still parked in the roadway. Unit 1 had driven over the curb and was parked on the east side of the roadway, blocking the sidewalk. spoke with Driver 2 via a Turkish interpreter. Driver 2 stated the following: Driver 2 was travelling northbound on Lake Washington BLVD N. Driver 2 had come to a complete stop at a southbound facing stop sign located in the 2000 block. While stopped, Unit 1 approached Unit 2 from the south. Unit 1 did not stop, striking Unit 2 at the rear of the vehicle. Driver 1 and the passenger of Unit 1 exited the vehicle and walked away from the collision. Neither of the two occupants spoke to Driver 2. Driver 1 was not located. The passenger of Unit 1 was located and identified. The passenger did not identify who Driver 1 was. Driver 2 stated he was not injured and declined medical attention. Driver 2 stated he would be unable to identify either the driver or occupant of Unit 1. I called and spoke with Witness 1, who verified the story that Driver 2 had provided. Witness 1 believed he would be able to identify the driver of the vehicle if she were to be located. Unit 1 had extensive damage to the front bumper, and the front airbags were deployed. The rear bumper of Unit 2 was heavily dented and there was metal protruding from the wheel well. Unit 2 did not appear to be driveable. Photos were taken of both vehicles and uploaded into Axon Evidence. Unit 1 was impounded. The registered owner of Unit 2 took possession of his vehicle, which he parked in a nearby lot. I completed SECTOR impound form 25-8395. Driver 2 was provided with the case number. The registered owner stated he wished to assist with prosecution. If the driver of Unit 1 is identified, there is probable cause to arrest the driver for Hit and Run - Attended (RCW 46.52.020). Based on Unit 2 being stopped at a marked stop sign, and subsequently being rear-ended by Unit 1, 1 determined the proximate cause of the collision being Unit 1 failing to come to a complete stop behind a stopped vehicle at a stop sign.
