EG39784 CASE# 25-9002 OF COLLISION 10/17/25 18:49 OF CbLLI510N NARRATIVE 25-9002 Unless otherwise stated, the following occurred in the City of Renton, County of King, State of Washington. On 10-17-2025 at approximately 1856 hours I was dispatched to a report of a non-injury and non- blocking collision that occurred on Bronson Way S at Mill AVE S. Upon arrival, I contacted the involved parties and determined that no one was complaining of injuries and they declined to be evaluated by the Renton Regional Fire Authority (RRFA). While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he had a passenger in his vehicle. He was facing westbound on Bronson Way S waiting to turn southbound onto Mill AVE S. A vehicle traveling eastbound on Bronson Way S stopped just west of Mill AVE S and waved at the driver of Unit#1 indicating he could safely pass through. As the driver of Unit#1 made the left turn to proceed southbound on Mill AVE S, the driver of Unit#2 proceeded eastbound on Bronson Way S through Mill AVE S, causing Unit#1 to collide with Unit#2. The driver of the vehicle that had waved Unit#1 through the intersection was not involved in the collision and did not stay on scene. It is unknown who they are. Unit#1 sustained damage to the driver side front corner of the vehicle around the bumper. The driver of Unit#2 said he was traveling eastbound on Bronson Way S at Mill AVE S and had positioned himself to be in lane 2 of 2. As he traveled through the intersection, Unit#1 collided with him when they attempted to turn southbound on Mill AVE S from westbound Bronson Way S. The driver of Unit#2 was unable to stop in time. Unit#2 sustained damage to the front of the vehicle, primarily around the driver side front headlight and bumper. The passenger of Unit#1 pointed out the following: Eastbound traffic on Bronson Way S only has one lane of travel between S 2nd ST and Mill AVE S. Although there is only one lane of travel, there is an unusually large shoulder that does give enough space for two cars to be side-by-side. There are no marked lines separating the lane of travel from the shoulder. On the west side of Mill AVE S, eastbound traffic on Bronson Way S extends to two lanes and it is clearly marked. The driver of Unit#2 was in position to proceed through lane 2 once he crossed over from the east side of Mill AVE S to the west side. A witness on scene provided video of the collision that was recorded from her business located at Stereo Central, 1023 Bronson Way S. 1 viewed the video and it shows what the involved parties described. I sent the witness an Axon link to upload the video. The driver of Unit#2 did not have insurance. I cited him for RCW 46.30.020 operating motor vehicle without insurance. The RCW states, "No person may operate a motor vehicle subject to registration in this state unless the person is insured under a motor vehicle liability policy." The driver of Unit#2 violated this by operating a vehicle without insurance. I am unable to determine the proximate cause of the collision because I do not know if the roadway is marked properly since there are no lines indicating a shoulder is present. I do not think it is unreasonable for the driver of Unit#2 to position himself to be in the correct lane of travel once he is on the west side of Mill AVE S when the shoulder is not marked.
