NARRATIVE
25-8772 ACCBLK
On 10/10/2025 1 was working as a uniformed patrol officer and driving a marked patrol vehicle for the
City of Renton. I was dispatched to a report of a blocking accident near the intersection of 116th Ave
SE and SE 160th St Renton/King/WA. The caller advised it was a two-vehicle, non-injury, collision
that was blocking the roadway.
I arrived on scene and located both involved parties. Both vehicles initially appeared undrivable, so I
started two tow trucks and RRFA to for airbag deployment and a complaint of head pain.
The driver of the 2017 Acura RDX WA/BVM8436 (Unit 1), was identified by his WADL as Marcus O
Evans DOB: 6/28/2009. Marcus said that he was driving north on 116th Ave SE and was going to
make he right turn onto east SE 160th St. Marcus said that his mother told him to go straight but he
turned and did not turn hard enough and collided with Unit 2. There was airbag deployment inside the
Acura. Marcus and his mother both advised they were not injured. There was a small child that had
been it the middle back seat in a forward-facing car seat. That child was also not injured. All three
were evaluated by RRFA and cleared at the scene.
Marcus's DOL status showed as clear with a Permit.
There was damage to the front bumper and hood of the Acura, it was removed form the scene by
Bankers Towing.
The driver of the 2013 Honda Accord WA/BJN6215 (Unit 2), was identified by her WADL as Rita Y
Ruffin DOB: 8/6/1958. Rita said that she was waiting at the stop sign to turn onto 116th Ave from SE
160th when Unit 1 turned into her. There was damage to the front driver side door and quarter panel
from the collision. There was no airbag deployment in the Honda. Rita had a complaint of head pain
and was evaluated by RRFA on scene and cleared. Rita had a family member on scene who was
able to move the vehicle from the roadway.
Due to the unsafe right-hand turn and the conditions of the roadway at the time of the turn I cited
Marcus for RCW 46.61.400.1 Speeds to Fast for Conditions under Sector citation #5A0723030. This
citation should be mailed to his DOL address.
