The nature, source, intensity and locaƟon of the sound/project limits: Nature: Pavement PreservaƟon along specific highways within the City of Renton Source: Temporary ConstrucƟon Equipment Intensity: range between 61 – 97 dBA at 50 feet and 41 – 77 dBA at 500 Ō LocaƟons: SR 167 Milepost (MP) MP 26.18 to MP 27.18 SR 515 MP 6.70 to MP 6.93 3. DescripƟon of work: This project will provide crack sealing and asphalt patching on highways in Maintenance Areas 4 and 5 covering SR 515, SR 167, SR 161, SR 18, SR 523, SR 520, I-405, SR 202, I-90, and I-5 ramps. NWR Materials has determined that numerous routes require strategic preservaƟon before a paving project can be programmed to address deterioraƟng roadway condiƟons. Specifically for the City of Renton, this project will occur along SR 167 MP 26.18 to MP 27.18 and SR 515 MP 6.70 to MP 6.93. 4. Proposed Noise MiƟgaƟng Measures the applicant will implement to minimize the sound level violaƟons: • All trucks performing export haul shall have well maintained bed liners as inspected and accepted by the Engineer. • Truck tailgate banging is prohibited. All truck tailgates shall be secured to prevent excessive noise from banging. • A copy of the noise exempƟon shall be kept on the project site at all Ɵmes. • WriƩen noƟficaƟons detailing the anƟcipated work schedule, project duraƟon, and a 24-hour noise complaint number will be sent to all residents and businesses located within 500 feet of the project boundary, at least 14 calendar days prior to any anƟcipated nighƫme construcƟon work. • Contractor and WSDOT personnel must refrain from parking and idling vehicles near residenƟal areas. 6. Any addiƟonal informaƟon or studies regarding any aspect of the requested variance that is deemed necessary to complete the review of the variance request: This project is exempt from WAC 197-11-800(26) state transportaƟon projects. This project is a repair project that occurs within the exisƟng right of way and in a manner that substanƟally conforms to the preexisƟng design, funcƟon, and locaƟon as the original except to meet current engineering standard and the acƟon does not result in addiƟon lanes, changing of capacity, or the funcƟonal use of the highway. 7. The hours during the day and/or night the noise will occur: Monday to Thursday, from 9 PM to 5 AM 8. The number of days and/or nights the noise will occur: 15 cumulaƟve nights 9. The ambient sound level during the Ɵme of day or night for which the variance is being sought: Level of highway traffic noise depends on volume, speed, and mix of trucks. Based off WSDOT’s Biological Assessment Chapter 7 Table 7-3 Typical noise levels for traffic volumes at a given speed and Washington State Pavement Management System. SR 167 daily noise range levels: 66 to 80 dBA SR 515 daily noise range levels: 63 to 72 dBA 10. The Ɵme period (include start date and end date) for which the variance is requested: March 1, 2026 to December 31, 2026 11. The reason for which the noise violaƟon cannot be avoided, i.e. why work cannot be performed within allowed Ɵmes: WSDOT traffic recommends that lane closures be done at night when traffic volumes are low enough to handle closures. ConstrucƟon related lane closures during the dayƟme could cause delays to the traveling public, impact bus routes and business access, jeopardize workers’ and public safety. Performing work at night will minimize the danger to workers and the traveling public from road closures, detours and traffic delays. In addiƟon, dayƟme lane closures could backup and adversely impact traffic and city arterials. Therefore, lane closures during the nighƫme are necessary for this project. 12.
