AP Consulting Engineers PLLC is providing the enclosed Project Narrative.
a. Project name, size, and location of site:
Project Name: Dulay 102nd Ave SE Subdivision
Size: Combined site area is 51,271 SQ FT or 1.18 AC
Location: 18845 and 18855 102nd Ave SE Renton, WA
b. Zoning Designation of the site and adjacent properties:
The subject property is zoned Residential-4 (R-4) and has a
Comprehensive Land Use Designation of Residential Low-Density (RLD),
the adjacent properties share the same designation.
c. Current use of the site and any existing improvements:
The project site currently consists of two (2) parcels, APN 3223059028 and
APN 3223059285. Parcel no. 3223059028 is a flag lot and is currently
undeveloped, vacant land with vegetation and tree coverage. Parcel no.
3223059285 contains an existing single-family residence with vegetation
and tree coverage.
d. Special site features( i.e., wetlands, water bodies, steep slopes):
This site contains regulated slopes (15-25%) located on the south-western
portion of the property (APN 3223059028).
e. Statement addressing soil types and drainage conditions:
Soils per Cobalt Geosciences Geotechnical Report are dense glacial till at a
depth of 2.5 feet which will allow for porous pavement infiltration.
Existing drainage is dispersed in two directs. Half the site drains to the
west and the other half currently drains to the east.
f. Proposed use of the property and scope of the proposed development:
The proposed development is proposing to subdivide two (2) existing
residential parcels into four (4) residential lots and one (1) stormwater
tract. Driveway access for the new lots is proposed through a planned 20-
foot (20’) wide private access or joint-use driveway with a hammerhead
turnaround.

g. Proposed off-site improvements:
Per the City of Renton Pre-Application Meeting Comments, half street
frontage improvements are required. This includes 26-foot width paved
width road, curb, gutter, 8’ wide landscaping planter, and a 5’ wide
sidewalk.
h. Total estimated construction cost and estimated fair market value of the
proposed project:
The estimated construction costs are approximately $371,399.73
i. Estimated quantities and type of materials involved in any fill or excavation is
proposed.
Estimated fill materials include the following:
Common Barrow: 710 CY
Gravel Base 5/8 minus: 40 CY
Screen Topsoil: 20 CY
Estimated excavation include the following:
Trench Excavation: 817 CY
Bulk Excavation: 2,071 CY
j. Number, type and size of trees to be removed:
Please refer to the attached Tree Retention Schedule
k. Explanation of any land to be dedicated to the city:
No dedications are required
l. For shorelines:
No shorelines associated with this development
m. The proposed number, size, and density of the new lots:
Number of proposed lots – 4 residential lots and 1 stormwater tract.
Density per the Density worksheet is 3.7656 du/ac
