For: Altaf Gilani Ultima Homes LLC 17912 NE 27th St Redmond, Washington, 98052 In-Lieu Fee Use Plan Outline 1. Project Description Parcel #1123059068, is located on the south side of NE 8th Street/aka SE 120th Street in the City of Renton, Washington. This project site consists of an irregular shaped parcel with a total area of 1.93 acres and located within the SW ¼ of Section 11, Township 23 North, Range 5 East of the W.M. The site is a mix of undeveloped forested area, old pasture and disturbed areas. The proposed project is a 6 lot plat with associated infrastructure. The City requires Pasco Place SE, which abuts the south end of the site to be extended into the site. This will require filling of Wetland A completely to construct the road. Wetland B, a small low function Category IV wetland which is 469sf in size is also proposed to be filled. This wetland is of very low function, yet the wetland and its associated buffer greatly reduce the available area for development on the site. These two small, Category IV wetlands with a total area of 991sf area proposed to be mitigated off-site within The King County Mitigation Reserves In-Lieu Fee Mitigation Program (KC MRP). Total impacts from this project are as follows; Category IV wetland fill - 991sf (0.0226 ac) 2. Existing Conditions of Wetlands and Buffers Uplands The site is a mix of deciduous forest and disturbed areas. The overstory is generally a mix of big leaf maple, black cottonwoods, bitter cherry, red alder and scattered mountain ash and apple trees to the west. The western side of the site is a fallow pasture area vegetated with a mix of pasture grasses and scotch broom. This area contains a garden on the south side of the pasture area. The site is surrounded by single family homes to the north, south west and west. Soil pits excavated in the majority of the site consist of high chroma gravelly loam soils which do not meet hydric soil criteria. A total of two (2) wetlands were identified in the project are. Summary of Wetland Conditions Wetland Water Quality Hydrologic Habitat Total Category A 6 5 3 14 IV B 5 5 3 13 IV Below is a brief description of the wetlands with proposed impacts; Wetland A Wetland A consists of a small (522sf), disturbed area on the southeast corner of the site that is partially within an old excavated ditch and abuts a gravel driveway to the east. This wetland was flagged with pink wire flagging labeled A1-A6. The wetland is vegetated with a mix of reed canary grass, soft rush, creeping buttercup and some hardhack. Soil pits excavated within the wetland revealed a silty loam with a B-horizon soil color of 10YR 2/1 with few, fine faint redoximorphic concentrations. Soils within this area remained saturated within 9”-12” of the surface in the early growing season (march). This area was observed to be saturated to the surface during our non-growing season winter observations of the site. Using the 2014 WADOE Wetland Rating system (2023 updated form) and rating the wetland as a depressional type wetland, this wetland scored a total of 14 points with 3 for habitat which indicates a Category IV wetland. According to City of Renton Municipal Code 4-3-050G.2, Category IV wetlands with a land use such as a subdivision have a 50’ buffer measured from the wetland edge. Wetland B Wetland B consists of a small (469sf), depression near the north edge of the site on the western side. It appears uncontrolled roof runoff from the garage building to the north may contribute to this area. The wetland is a partially bare depression with some sedge, dagger leaf rush, creeping buttercup and Watsons willow herb. Soil pits excavated within the wetland revealed a silty loam with a B-horizon soil color of 10YR 2/2 with few, fine faint redoximorphic concentrations. Soils within this area remained saturated within 10”-12” of the surface in the early growing season (march). This area was observed to be saturated to the surface during our non-growing season winter observations of the site. Avoidance and Minimization of Wetland Impacts The proposed project is a 6 lot plat with associated infrastructure. The City requires Pasco Place SE, which abuts the south end of the site to be extended into the site. This will require filling of Wetland A completely to construct the road. Wetland B, a small low function Category IV wetland which is 469sf in size is also proposed to be filled. This wetland is of very low function, yet the wetland and its associated buffer greatly reduce the available area for development on the site. Given the location of the two, low function wetlands on the site, preserving the wetlands would greatly decrease if not eliminate the use of the site and limit the site’s ability under current zoning to meet the need for additional housing requirements in the City. The project is proposing to fill both Wetlands A & Wetland B. Alternative site plans and building layouts or reductions in the density or scope for the proposal were considered, but as previously stated, the feasibility of multifamily development on the site as zoned is greatly diminished 4. Unavoidable Wetland Impact Acreage A total of 0.0277 acres of wetland will be filled by this project. to be mitigated through credit purchase in the KC MRP. Impacted Wetland Functions As indicated by the ratings of the site’s wetlands, functions are low to moderate depending upon the wetland impacted. Stormwater and water functions of these wetlands will be partially mitigated through the sites stormwater system. Other functions will be replaced though off-site KC MRP credit purchase. 6. Proposed Mitigation Credits The KC MRP will provide mitigation credits under this In-Liue Fee Use Plan as depicted below which were calculated using the methodology described in WADOE 2012 “Calculating Debits and Credits for Compensatory Mitigation for Wetlands in Western Washington”. The credits have been calculated using the WADOE Spreadsheet and the credit calculation is as follows: 10. Credit Purchase or Transfer Timing The applicant will enter into a Purchase Agreement with the representative of the King County Mitigation Reserves In-Lieu Fee Mitigation for mitigation credits depicted above in Section 6 of this plan that would appropriately mitigate for the proposed project impacts. Purchase of credits will be completed prior to the applicant’s construction activities occurring and as a condition of the applicant’s permit issuance. Nothing in the mitigation credit Purchase Agreement shall be interpreted or construed to permit any activity that otherwise requires a federal, state and/or local permit.
