This email shall confirm that King County In-Lieu Fee Mitigation Program has sufficient credits available
in the Cedar River/Lake Washington Service Area to provide +/- 0.949 in-lieu fee credits for the Ultima
project. The in-lieu fee credit total and the breakdown by function (water quality, hydrologic, habitat)
must be rounded to the nearest thousandth. We cannot sell credits past the thousandth (three numbers
after the decimal). King County does not allow reservation of credits. Credits can be purchased after
permits are approved. If any regulatory agencies have questions about our process or availability of
credits, feel free to put them in contact with me.
Moving forward, I would prefer to be consulted as needed as you work through the process with City of
Renton instead of being included in all correspondence with the City. Please reach out if you need
anything else related to mitigation at this time.

Jill, we have been coordinating with Megan at the King County Fee in Luie program and she has indicated
they have the credits for our purchase. I will get a verification from her again but as seen below they have
the credits for sale for this project.

Thanks for checking back. The King County In-Lieu Fee Program has credits available in our Cedar River/Lake
Washington Service Area that could provide mitigation credits for this impact. Since we do not have mitigation in
the City of Renton, it will be important to coordinate with the city to determine whether mitigation through the King
County In-Lieu Fee Program would be acceptable.

I did not see any communication from King County in the uploaded documents indicating that they have
available credits that they would be willing to sell you for the proposed wetland impacts. Please also

On behalf of Ultima Homes LLC, I am submitting the requested information to allow the project review
to move forward. (See attached documents)
1. Documentation from King County Mitigation Reserves Program
Per discussions with Megan Webb of the King County Mitigation Reserves Program (KC MRP), credits
are available for this project through the Rainbow Bend Mitigation Project located in the Cedar River
service area. The attached In-Lieu Fee Use Plan, Credit/Debit Scoresheets, and Debit Calculator
Spreadsheet prepared by Sewall Wetland Consulting (September 7, 2025) calculate the required
mitigation credits using the WADOE 2012 “Calculating Debits and Credits” methodology. KC MRP has
confirmed that credits may be purchased to compensate for the proposed impacts.
2. Drainage Basin Documentation
The attached Impacts Analysis Report (Sewall Wetland Consulting, September 7, 2025) and supporting
drainage study prepared by Sazei Design Group confirm that the site drains to the south into the Cedar
River Drainage Basin, which includes both Wetland A and Wetland B. Therefore, use of credits from
the Rainbow Bend Mitigation Project is consistent with the City’s requirement that mitigation occur
within the same drainage basin.
3. SEPA Checklist
We acknowledge that this project will require SEPA Environmental Review. We are in the process of
preparing the SEPA Environmental Checklist and will provide it under separate cover.
4. SEPA Review Fee
We understand the required $1,948.80 Environmental (SEPA) Review fee will be due upon
submission of the checklist, and will provide payment at that time.

The City would likely support a proposal to purchase credits from King County’s wetland mitigation
bank, provided the bank is located within the same drainage basin as the project site. In order the
move the review of the project forward, the following additional information would need to be
submitted:
1. Documentation from King County that credits may be purchased from their bank, this
documentation should include the number of credits that would be purchased and what the
purchase price would be.
2. Documentation (i.e. a map) that the wetland mitigation bank is located within the same
drainage basin as the project site.
3. Completion of a SEPA Checklist, as this project will now be required to go through
Environmental (SEPA) Review.
4. Payment of the $1,948.80 Environmental (SEPA) Review fee.

Context - City of Renton on Parcel 1123059068 which is off SE 120th Street and has two small
isolated Category IV wetlands with a total area of 991sf (.022ac).
Hi Jill, Megan, and Ed,
Thank you all for the helpful discussion regarding the wetland impacts at Parcel 1123059068.
Given Ed’s confirmation that the King County In-Lieu Fee Program falls within the same drainage
basin, it sounds like we’re aligned to move forward with this mitigation option.
Megan – could you please provide Jill with the necessary documentation outlining the available
credits and process for securing them through the King County program? This will allow the City of
Renton to formally initiate the mitigation process.
Please let me know if any additional information is needed from our end to keep things moving.
