Party of Record/Public Comments
Anyone who would like to become a party of record or provide public comment on a specified project application
may do so by completing the form below. The public may provide written comments on a project during the public
comment period. The comment period deadline can be found on the notice received in the mail, the notice board
posted on-site, in our Digital Records Library, or Land Use Public Notice page. Your comments must be received
before the public comment deadline for the Decision Maker to consider them when deciding on the project. Please
include the Land Use file number (LUA) or project address in your comment letter.
If you choose to submit a comment on a project, you will automatically become a party of record for that project and
will receive copies of project decisions and correspondence throughout the review process. In addition, we upload
all public comments to the project and they become a part of the public record. If you have any questions or issues

Thank you for the opportunity to provide comments on the State Environmental Policy Act
(SEPA) notice of application utilizing the optional determination of nonsignificance (ODNS/NOA)
process for the Renton Highlands Short Plat project. Based on review of the checklist associated
with this project, the Department of Ecology (Ecology) has the following comments:
The wetlands delineated on this property would be considered waters of the state subject to
the applicable requirements of state law (see RCW 90.48 and WAC 173.201A).
Because direct wetland impacts are proposed, the applicant must obtain all necessary state and
potentially federal authorizations prior to beginning any ground-disturbing activities or
vegetation removal.
Ecology's Shorelands and Environmental Assistance (SEA) program has reviewed the wetland
related materials submitted in support of this application, and it appears that Renton is in
agreement with the applicant regarding the extent of wetlands present within the project area
and wetland mitigation compensation approach. It is important to note that the SEA Program’s
perspective on wetland boundaries, wetland ratings, and wetland mitigation approach may
differ from what is currently proposed by the applicant.
