Dear Ms. Yisrael,
The Planning Division of the City of Renton accepted the above master application for review on October 15,
2025. During our review, staff has determined that additional information is necessary in order to proceed
further.
The following information will need to be submitted before February 1, 2026 so that we may continue the
review of the above subject application:
Planning
• Submit a single, fully dimensioned plan sheet (e.g., 1” = 20’ scale) depicting all site
elements and boundaries.
• Provide a complete analysis of parking, lot coverage, and landscaping, including stacking
for vehicle service bays and justification of circulation and operational plans.
• Submit a preliminary wetland mitigation plan tailored to this project. If the site is within 100
feet of a stream, a stream study must be included.
• Draft legal documents (e.g., street dedications, covenants) should be provided with the
next submittal.
• Update plan materials to address Urban Design Regulations per RMC 4-3-100, including
setback, façade, and transparency standards.

I have reviewed the application for Valvoline Instant Oil Change located at 4225 NE 4th Street and
have the following comments:
The following comments represent additional information or corrections that are required to
be made:
1. Applicant to provide a drainage study demonstrating that the existing off-site detention/wet
pond meets the standards of the 2022 Renton Surface Water Design Manual Core
Requirement #3, otherwise, a new detention facility or modification to the existing pond
may be required.
a. The study shall include facility sizing calculations and verification of existing pond
volume, orifice sizing and as-built data as necessary.
2. Applicant shall demonstrate that the site meets the Enhanced Basic Water Quality
Exceptions per section 1.2.8.1 of the 2022 Renton Surface Water Design Manual.
a. The applicant shall provide either enhanced basic water quality or identify in the
Technical Information Report why a facility from the Enhanced Basic Water Quality
menu meets the exception criteria.
3. The footing drains appear to be within the groundwater table per the preliminary
Geotechnical Report dated July 18th, 2025. The project shall design the site in a manner that
does not discharge collected groundwater into the detention facility or any on-site BMPs. If
the project is unable to avoid discharging groundwater into the detention facility, then the
facility shall be sized to accommodate the additional continuous groundwater flows as
measured by the Geotechnical Engineer.
4. Provide linework and callouts on the plans for the proposed emergency access easement.
5. Show the wetland buffer and associated building setback line on all plan sheets.
6. Street frontage dedications need to be shown on the plans. Building setback lines need to
be adjusted per the dedications.

a. Dedication shall be provided along NE 4th Street of at least 15-feet behind the face
of curb to accommodate the proposed sidewalk section. That dedication shall be
carried through to the east edge of the northernmost property line. See below:
The following comments represent additional information or corrections that should be made
when considering site layout:
1. Manholes are required at the end of all public sewer mainlines. The City of Renton does not
allow side sewer connections into public manholes.
2. Show a minimum 15-foot-wide utility easement for the sewer main located on-site if one
does not already exist.
3. Show a minimum 15-foot-wide utility easement for the water main located on-site if one
does not already exist.
4. An oil/water separator will need to be provided in an accessible location for routine
maintenance and prior to being plumbed to sewer.

SUBJECT: Valvoline Oil Change Service
Environmental Impact Comments:
1. Fire impact fees are applicable at the rate of $0.66 per square foot of new building
areas. This fee is paid at the time of building permit issuance.
Fire Code Comments:
1. The preliminary fire flow for the proposed new building is 2,000 gpm. A minimum of
two fire hydrants are required. One within 150-feet and one within 300-feet of the
building. It appears that there are adequate fire hydrants near this location, so no new
fire hydrants will be necessary.
2. The threshold for fire sprinklers is 5,000 square feet. This appears less than that so fire
sprinklers may not be needed. The threshold for fire alarm systems is 3,000 square feet,
so it appears that an approved fire alarm system will also not be required. Direct
outside access is required to the fire sprinkler riser room if needed. A fire alarm system
is required to be fully addressable and full detection is required. Separate plans and
permits required by the fire department.
3. The fire department apparatus access is acceptable from existing private on-site streets
and public streets.
4. Separate plans and permits for all combustible fluid tanks shall be obtained from the
Renton Regional Fire Authority. A complete hazardous material inventory statement
shall be submitted and reviewed prior to building permit issuance. Use of fire
department form or equivalent is required.

Hello Mariah,
I have reviewed the above-mentioned LUA and have the following comments:
Based on the civil construction plans, it appears that the proposed improvements will encroach into two
easement areas:
o It appears there will be a slight encroachment into the Public Trail Easement highlighted in yellow,
below; and
o The plans indicate a more significant encroachment into the Emergency Access easement
highlighted in green, below. There are parking spaces proposed over this easement, which would
hinder emergency access. The Emergency Access easement connects to Vashon Court NE, which
is private; however, the City has an easement over this private road pursuant to the plat.
Both easements were created by the Whitman Court plat, Volume 273 of Plats, Pages 19-25.
