Dear Alex Morganroth:
The King County Wastewater Treatment Division (WTD) has received the Notice of Application
and Proposed Determination of Non-Significance(DNS) for the Saleh Foundation Center
project (LUA25-000364, SA-H, CU-H, ECF / PR25-000073) that proposes the applicant, the
Saleh Foundation, is requesting Hearing Examiner Site Plan Review, a Hearing Examiner
Conditional Use Permit, and Environmental (SEPA) Checklist in order to construct a new 5-
story, 35,000 square foot mixed-use building at 4108 and 41XX Jones Avenue NE (parcel nos.
3345700080 and 3345700085). The project site totals 52,341 square feet (1.20 acres) and is
located in the Commercial Arterial (CA) zone with an Urban Design District D overlay and a
Comprehensive Plan designation of Commercial Mixed Use (CMU). The development will
include ground-level parking beneath the building (20 stalls), with an additional 42 stalls
provided offsite under a shared parking agreement, and 7 parallel stalls created along the
project frontage. Access will be taken from a new driveway off of Jones Avenue NE.
A King County facility, the May Creek Interceptor is located at the west extent of the
project area. (See enclosed record drawing and one line drawing showing the location of
the facility in the project vicinity).
In order to protect this wastewater facility during construction, WTD requires that City of
Renton submit preliminary design drawings for the project, so that WTD can assess its
potential impacts. Please send drawings to:
