Unfortunately the storm cannot be placed underneath those utilities while maintaining gravity drainage to our connection at CB 30. For reference, the IE at the connection point is 420.76
and the IE required to get under the existing utilities with 6” of clearance is 419.74. As such, running the storm over the existing conduits is the only way we are able to provide
6 inches minimum clearance and positive drainage. The conduits are projected to the SD-2 profile shown on sheet C4.08 in the attached storm revision. Additionally, I have included our
pothole elevation data for the conduits.
The attached revision includes the shifting of the storm line to be 7.5’ from the property line and maintains 1’ minimum cover over the 8” DI pipe. Only one utility crossing will have
less than 1 foot of vertical separation, see crossing #112.

Hi Mark,
Could you place the storm pipe underneath those utilities and maintain a 6" vertical separation using etherfoam? The storm pipe slope may be reduced to as low as 0.5%, provided the conveyance
capacity still meets the required standards.
If the vertical separation between the storm pipe and those utilities is less than 1 foot, please obtain approval from the respective utility owners (e.g., PSE, Comcast) for using the
6" separation with etherfoam. Also, ensure a minimum of 1 foot of cover is provided for the 8" DI storm pipe.

Thanks for the follow up. If we raise the pipe up 0.5 feet to get the 1 foot of separation it puts the pipe in the flow line of the curb really close to the rim.

IE: 424.85 (8" DI)
This would only have about 0.26 feet of cover. Can we do etherfoam and 6” of cover for this one crossing? We looked at going under and we wouldn’t have separation to the lower utilities
and can’t go under everything or the slope would be reversed. Let us know if that will work.
Also on the alignments we can move the CB over behind the sidewalk and get it 7.5 feet off the property line.

Good afternoon, Mark,
Going over the top of the existing utilities is acceptable, provided that a minimum vertical separation of 1 foot (measured wall to wall) is maintained from other utilities.
Regarding the stormwater clearance between the eastern property line and the stormwater pipe, you will need to add a new stormwater catch basin to maintain the required 7.5-foot minimum
separation. Please see my draft screenshot below for reference.

Hello Yong,
We were able to get the existing utilities potholed and Core reflected what they surveyed for those crossings in the attached plan. Given the elevations that we found them at the only
real solution was to go over the top.
In addition, horizontally the FH was not installed where it was shown so there was about 2 feet of separation from the hydrant to the storm line. Given how shallow the storm line is
it would most likely be better to have some separation with the hydrant and so showing the line not centered in the easement.

As the contractor had locates completed and looked at the design staked out in the field they had the following questions.
1. Verify that pipe can go over existing utilities. Pipe is DI and will have about 1.33 feet of cover and plenty of slope
Response: The stormwater pipe shall be installed beneath the existing utilities unless your team identifies other challenges, e.g., insufficient drop for gravity flow to the north. In
addition, the stormwater pipe shall maintain a minimum vertical clearance of 1 foot (measured wall to wall) from other utilities.
2. Can Curb inlets be used without a sump due to proximity to existing utilities
Response: Please use the city standard catch basin per the approved revised plan, curb inlets are not allowed in city’s public ROW due to future maintenance challenges.
3. The proposed pipe alignment is closer to the existing fire hydrant than what is depicted on the plan. We’d like to shift it over 2’ +/- to the east from the designed location to get
more separation from the hydrant and to save the existing concrete pad around the hydrant
Response: Per the revised storm plan attached, there is approximately 7.5 feet of horizontal separation between the pipe alignment and the eastern property line, which meets the minimum
separation required by the RSWDM. Therefore, shifting the alignment approximately 2 feet to the east is not acceptable.
4. They will need to remove a portion of the curb and asphalt to install the CBs. Can we eliminate the eastern-most CB at the end of the curb, and re-pouring the last panel of curb to
drain back to CB 30B? See snapshot below
Response: This is acceptable given the conditions that CB 30B is within the low spot and no ponding water within the transition area, and the entire curb panel from the joint is replaced.

1. Complete all utility, drainage, paving, grading, lighting, landscaping and street improvements for the projects, including offsite and onsite improvements, as required.

of approval was received and will be reviewed along with the final plat review process.
4. Deferrals. A deferral permit must be issued for any items that will not be completed prior to recording. The deferral permit shall be issued before the final punchlist walk-throughs
will commence. Typical deferral items include final lift of asphalt, raising and paving of manholes and catch basins, installation of survey monuments and striping/channelization of
