The project started on 5/28/2008 and was completed on 11/14/2008. The contractor, MJ Ness Construction Co., fulfilled the terms of their contract by constructing a police substation in the retail space on the west side of the downtown parking garage. The reasons for the delay in formal project closing are multiple. MJ Ness closed its business and moved several times. Repeated requests for Ness to complete his final pay application went unanswered. Two subcontractors filed liens and the Department of Revenued filed a claim, but the Department of Revenue and the Department of Labor and Industries are satisfied and the project is now closed. Of the $10,964.65 in retainage, $6,630.38 will be paid to the Washington State Department of Revenue, $3,713.25 will be paid to the mechanical subcontractor, Design Aire, and the remaining $621.00 will be paid to the electrical subcontractor, Porterbuilt Electric. At that time, Council approved an ordinance to amend Comcast’s cable television franchise with the City of Renton until midnight, September 13, 2013. The franchise is now in effect on a month-to-month basis. The City and Comcast have been negotiating a Franchise renewal for Comcast, but the negotiations have proceeded more slowly than staff anticipated. Staff believes a Franchise extension to June 13, 2014 will provide the time needed to complete the Franchise renewal process or conclude that additional time will be needed. No changes to the current agreement are proposed in this extension. The additional personnel would be used to increase staffing allowing an additional apparatus to be deployed at Station 13, thereby reducing response times and improving reliability for that area. This grant pays salaries and benefits (but no overtime) without requiring matching funds.
