SUMMARY OF ACTION:
The C.A.S.T. for Kids program provides a one-day fishing and boating event to accommodate children,
ages 5 through 18, with a wide range of special needs. This event is designed to create an environment
where special needs children and their caretakers benefit, leaving their problems on shore, and sharing
a day of fun on the water that they may not otherwise get to experience. Participants are supplied with
a fishing rod and reel, t-shirt, hat, and tackle box. They are partnered with an experienced volunteer
angler and escorted onto a boat where, with the supervision of a parent or guardian, they are shown
proper fishing techniques and receive natural resources education. Participants and volunteers return
from their morning fishing excursion to enjoy a barbeque lunch and an awards ceremony. The
foundation furthers their mission by encouraging continued participation in fishing by developing skills
in the children along with those of their parents.
Staff supports the requested fee waivers for this event.

SUMMARY OF ACTION:
Established in 2011, the Take A Warrior Fishing program is designed to support military personnel and
their families by creating an adaptive community-based outdoor recreation experience through the sport
of fishing. Participating individuals and families are provided fishing equipment and safety gear, paired
with experienced fishermen and head out onto the lake for about three hours of fishing and boating.
They return to join volunteers, families, and friends for a barbecue lunch and a free raffle hosted by
local service clubs.
The primary goals of this program are to encourage outdoor recreation as a therapeutic outlet; support
positive social interactions that help transitioning service members rebuild connections with the civilian
world; restore the disconnect in the home by increasing family interaction; and empower Veterans to
advocate for positive self growth and change.
This annual Renton event will again host 40 to50 local military families, along with many local
fishermen, volunteers, and numerous community partners. Representatives from many local outdoors
groups will also be on-site to share information about participation in their organizations.
Staff believes this event is beneficial to the overall well being of the community and waiving the boat
launch and applicable fees is one way to show support for our troops and their families. Staff supports
the requested fee waivers for the Take a Warrior Fishing event scheduled for September 14, 2013, at
Gene Coulon Memorial Beach Park.

ISSUE:

RECOMMENDATION:

Program (TIP 2014-2019).

BACKGROUND:
The City is required by law to annually review and update the Six-Year Transportation
Improvement Program (TIP) and formally adopt it by resolution.
We are proposing two new projects in the 2014-2019 TIP:
1)Houser Way North/North 8th Street to Lake Washington Blvd (TIP #16): This
project will widen and realign the existing one lane roadway to a two-lane
roadway to convert Houser Way North to a two-way operation. The project is
unfunded at this time.

2)Maple Valley Highway Attenuator (TIP #22): This project will remove an existing
concrete barrier end treatment, extend the existing concrete barrier and add a
new impact attenuator. The project is unfunded at this time.
Based on comments received and to focus on the most important projects and
programs, staff is proposing the removal of five programs:
1.Transit Program (was TIP #28)
2.Transportation Demand Management - TDM (was TIP #29): WSDOT grant funds
going directly to the general fund. Finance will create a new account (in
2014) for reimbursement requests
3.Bike Route Development Program (was TIP #30): Grants will refer to the Bicycle
and Trail Master Plan
4.Concurrency Program (was TIP #35): Transportation modeling will be
incorporated into the Arterial Circulation program (TIP # 32)
5.WSDOT Coordination Program (was TIP #37): Incorporated into the Arterial
Circulation Program (TIP #32)
6.GIS Program (was TIP #38)
Funding for most programs has been reduced due to decline in revenues, as shown in
Graph 1.

The draft TIP is presented to the Council and referred to the Transportation Committee
for review in advance of the public hearing. In addition to the projected revenues and
expenditures for the future six years, the TIP also includes current-year project
allocations and past project expenditures.
All projects in the TIP are presented to Council for review and approval collectively
during the budget process and again individually when approval is requested for design
and construction contracts.

SUMMARY OF ACTION:
The Highlands to Boeing/Landing Pedestrian Connection Project has been awarded a federal
Congestion, Mitigation Air Quality (CMAQ) grant, in the amount of $1,700,000 for construction of the
pedestrian improvements.
The design is now complete. The Local Agency Agreement Supplement No. 1 will be submitted to the
Washington State Department of Transportation (WSDOT) to obligate the construction funds. We
anticipate advertising the project for construction on June 24, 2013, and having it completed by the end
of this year.
STAFF RECOMMENDATION:
Authorize the Mayor and City Clerk to execute the Local Agency Agreement Supplement with WSDOT
for the obligation of grant funding and all subsequent agreements necessary to accomplish design and
construction of this project.
