Box 2316, Renton, WA 98056 requesting vacation of a 6,170 sq. ft. strip of right-of-way, 19 ft. wide, located along the southeast side of Sunset Lane NE, between NE 10th St. & Harrington Ave NE. The $500 filing fee has been paid. The City’s Mapping Coordinator has verified the petition documents and reports that 100% of the abutting property owners have signed the petition. The process regarding street vacation petitions requires that Council, by resolution, fix a time for a public hearing when the petition will be heard and determined. The date of the public hearing, must occur no less than 20 days or more than 60 days after adoption of the resolution. In accordance with City Code, the Administration will analyze the street vacation request and provide the Council with a recommendation at the public hearing. WHEREAS, a healthy transportation system is a critical foundation of our state and local economies and our quality of life, as well as our global position as the nation’s most trade- dependent state; and WHEREAS, Washington state’s transportation system is suffering from disrepair, with a backlog of maintenance and preservation needs, and data showing that without any new investments, more than half the pavement on our state roads and highways will be in poor condition by 2023; and WHEREAS, failing roads and bridges, congested highway corridors, and bottlenecked interchanges undermine the mobility of vehicles, buses, and freight-carriers to transport people and goods; and WHEREAS, the Connecting Washington Task Force released a report in early 2012, identifying $50 billion in unfunded transportation needs and recommending an investment of $21 billion in state funding during the next 10 years for maintenance, preservation, and strategic investments; and WHEREAS, investing in maintaining and upgrading our transportation system is a positive step the Legislature can take to catalyze construction jobs, enhance freight mobility for our ports, and create a pathway for retaining and growing new jobs for key industry sectors; and 5d. - City Clerk submits a resolution for adoption expressing the City Page 21 of 92 RESOLUTION NO. _______ 2 WHEREAS, through SHB 1954, SHB 1955 and related bills, the 2013 Washington State Legislature is considering a 12-year, $9.5 billion package of transportation infrastructure investments; and WHEREAS, this package provides critical funding for key highway corridor projects throughout the state, including the Interstate 405/State Route 167 “Connector” and I-405 Renton-to-Bellevue added capacity, both of which are absolutely vital to relieving congestion on the state’s most gridlocked interchange and highway corridors; and WHEREAS, the transportation package also provides a direct gas tax distribution that will provide new funding each year for Renton to maintain local roadways and arterials and to leverage existing funding; and WHEREAS, the package also includes local transportation financing options that cities and counties can submit to their voters for transportation improvements in their communities; and WHEREAS, the transportation package additionally invests in grant programs that are vital for cities and counties, including the Transportation Investment Board (TIB), the Freight Mobility Strategic Investment Board (FMSIB), “Complete Streets,” Regional Mobility grants, Safe Routes to Schools, and Bicycle-Pedestrian Safety; and WHEREAS, the package also includes direct funding allocations for transit agencies, including King County METRO, that would otherwise have to make drastic cuts in routes which carry people to work sites and serve local communities; and 5d. - City Clerk submits a resolution for adoption expressing the City Page 22 of 92 RESOLUTION NO. _______ 3 WHEREAS, the City of Renton strongly encourages the Washington State Legislature to enact a balanced transportation investment package, in Olympia, during the Special Session to create jobs, relieve congestion, support our businesses, and maintain our quality of life; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES RESOLVE AS FOLLOWS: SECTION I.The above recitals are found to be true and correct in all respects. The approval of these purchases will keep the golf course cart fleet at fifty (50) and provide a cost effective, quality cart for the patrons to rent. RECOMMENDATION Staff recommends approval to purchase a new fifty (50) cart fleet from Club Car for $129,144 utilizing the golf course fund balance (404). BACKGROUND SUMMARY In 2007 Maplewood Golf Course entered into a 48 month lease/purchase program to replace the 50 cart fleet for an annual payment of $28,000 with a $1 buyout per cart at the term of the lease. The existing lease was fulfilled in May of 2011 and after maintenance evaluation, Maplewood Golf Course recommended extending the life of the carts, realizing a cost savings of $58,000 over the past two years. January 2013, the cart fleet was evaluated, and consideration of maintenance time, increased cost to repair carts, the cosmetic quality of carts declining, and several carts a week are reported with maintenance issues resulting in the inability to be rented. It is recommended that the carts be replaced. Golf carts are the third highest profit center for the golf course averaging $232,000 in revenue annually over the past three years. Three bids were secured in April 2013 and the low bid was selected. The City’s Insurance Fund, per the Risk Manager, will be purchasing one cart to replace a cart that was stolen in March of 2013. The golf cart company, Club Car, included in its’ quote, a completely reconditioned 2009 golf cart at no additional charge to be utilized as the marshal cart. The Finance Administrator reviewed the terms and interest percentage and concluded that the cost savings for Maplewood Golf Course to purchase the carts, instead of entering into a lease agreement would be the best financial benefit. The golf course would draw down the current fund balance by $129,144, leaving a remaining fund balance not including the golf course capital budget, of approximately $163,000, or $424,000 with capital balance included. The interfund loan payment of $400,670 annually will be complete in 2015. The risk to the enterprise fund is minimal and with the completion of the loan payments in 2015, the fund balance will be reinforced and continued long range capital projects will be funded. CONCLUSION Approving the purchase of a 50 golf cart fleet allows the course to continue to provide a quality product for the customers, in the most cost effective manner, while meeting the existing needs of the facility. The funds would also be used to purchase a complete COBAN Digital In Car Video System and a Motorola MC 75 which will interface with our evidence inventory system.
