I did appreciate the opportunity of discussing some of the issues with you last week however. 1 At the meetingon the 30th with you, Webb Reed and Curt Beattie, three questions were raised in which you sought answeres. These are listed below with our responses. 1. Does the five percent landscaping requirement of Chapter 22, Parking, Section 4 - 2204:6.Landscaping, apply to the proposed parking garage? - Although this section does not specifically address garages, it is my opinion that we would be interested in meeting the intent of reducing the barren appearance of the garage the same way we would with a surface parking lot. - Basically we would be looking for peripheral landscaping at grade with. possibly landscape planters or other decorative treatment of the garages • visible exterior faces, as well as rooftop landscaping of areas overlooked from nearby buildings or potentially creating glare off cars parked on the roof that could impact airport operations, i.e. impair pilot's vision. i -2- 2. Can applicants do a rezone without a Comprehensive 'Plan,`Amendment? ; ,, , - As you know the City has been allowing numerous rezones without, requiring - Comprehensive Plan Amendments as a pre-condition. As you know the Planning Commission is only updating the Comprehensive Plan on an annual basis so that it would be unreasonable to ask an applicant to go through this process except for larger tracts or where there were major conflicts in land use exist with the designations shown on the Comprehensive Plan. - For example, office is a permitted accessory use in the H-1 Zone and is also permitted in the L-1 Zone now, if less than 25,000 sq. ft. Thus, an argument could certainly be made that the use in question is already allowed, albeit on a limited basis. 3. Can an Environmental Checklist be submitted before the rezone itself is submitted? - WAC 197-11-055 (2) clearly states that the lead agency shall prepare its threshold determination at the earliest possible point in the planning and decisionmaking process, when the principal features of a proposal and its environmental impacts can be reasonably identified. - Item (a) states that "a proposal exists when an agency is presentedwith an application". . . - Item (3)(a) states that an agency "shall begin environmental review, if required, when an application is complete. The lead agency may initiate review earlier and may have informal conferences with applicants." We would interpret this to mean that actions that are phased can begin the environmental review as soon as application is made if sufficient information exists on the proposal or at the latest by the last phase of the agencies review of the proposed action. Therefore, the answer to this question would be "no". We would not accept the Environmental Checklist until after or at the same time the application were made for the rezone. I hope this adequately answers your questions. These responses have been discussed with the appropriate personnel in the various divisions of the Building and Zoning Department, as well as with Larry Springer, in regard to Question 2. . ere , _ _ - Gam---- _ • Donald K. Responses to questionnaires have been received to date from 18 or 69% of participants in the program. Of those, 61% were in favor of the toters, 22% were opposed, and 17% were uncommitted. Additional information will be provided to Council when all questionnaires are received and percentages calculated. Policy Development Director Larry Springer reviewed the intent of the proposal to rezone the site from 'H-1 , Heavy Industry, to B-1 , Busines, zone to allow sale of the property with appropriate zoning to meet the Comprehensive Plan goals and policies. He noted that the H-1 zone no longer allows high-rise office bildings, the use desired by the City as an adjunct to the Boeing employment center. Although the M-P, Manufacturing Park, zone was considered as an alternative, it was deemed inappropriate due to setback requirements and height limitations. The B-1 zone, which requires only a 10-foot setback from street frontages and no sideyard setbacks, would provide increased area for development. To relieve concern regarding future use of the site, Mr. Springer suggested that site plan review be required as a condition of approval . Audience comment was invited. Wayne Orendorff, 15033 133rd Avenue SE, Renton, noted that the existing recreational facility provides necessary services for many people, and asked if the City plans to replace it. Mayor Shinpoch reported thata bond issue recently approved by Council as well as proceeds from the sale of Mother' s Park property will provide funding for a new community center in Cedar River Park within the next 18 months. ` Councilman Stredicke expressed concern that the proposed zoning is not compatible with the City' s Comprehensive • Land Use Plan or the Comprehensive Parks and Recreation Plan. This rezone request complies with the goals and policies of the Comprehensive Land Use Plan and the Comprehensive Park and Recreation Plan. The Land Use Map of the Comprehensive Plan designates the subject site as Recreational. We will prove that the land use designation is an anomaly of (1) time. (2) the community's recreational needs. and (3) land use needs and should be rezoned into a B-1. Business Use, zoning designation. BACKGROUND. Mother's Park was originally developed by the Federal Government to provide recreation for the Boeing workers that ware housed in barracks adjacent to the subject site during World War II. After the war it was given to the City of Renton specifically for the recreational needs of the general public. The site could not be sold unless the funds were utilized for the specific recreational needs of the general public. During the last 40 years. the recreational needs of the public have changed along with the population characteristics of the City. In the late 1950's. the City of Renton had three major parks that served the people of North Renton: Jones Park. Liberty Park and Mother's Park. Mother's Park served as the primary recreational facility in the City at that time. During the last 20 years. the City has constructed Gene Coulon Memorial Beach Park and the Cedar River Trail. Both parks service the daytime recreational needs of the industrial workers, while the Cedar River Trail is the focus of the residents of North Renton. The City of Renton has constructed larger community and regional park. facilities as the population of the City grew. REZONE CRITERIA: • 1. The subject site has not been considered for rezoning by the :City since it was originally zoned in 1953 to H-1, Heavy Industrial. with the adoption of the zoning map. • - 2. The Central Renton' Plan was adopted in March of 1983. The Land Use Map specifically identified the subject site as Recreational.. The site appears to have been left in this classification simply because the facility existed. The Comprehensive Park and Recreation Plan adopted in April of 1984 downplayed the importance of Mother's Park by not specifically addressing it. The Goal and Policies of the Comprehensive Plan are at odds with the continuation of the site as a recreational facility as designated in the Comprehesive Plan Map. - 2 - DISTRICT OBJECTIVE The policies of the District Objectives are designed to create strong homogenous districts of various types of uses for the purpose of the separation of uses and limit intrusion to one use into another. Mother's Park is an intrusion of public facilities intended to serve the residential population into` the office/industrial land use character north of North 6th Street for the following reasons: (1) The established and viable residential area in North Renton is south of North 6th Street. (2) Mother's Park does not have a strong functional relationship to the industrial area. Primary recreational needs of the industrial users are met by Gene Coulon Park and the Cedar River Trail. (3) Mother's Park is out of step with the intensity and architectural design that has developed with the construction of the 5th and Park Building and the 800 North 6th Street Building. COMMERCIAL AREAS OBJECTIVES The Comprehensive Plan focuses upon the need for commercial areas to be (1) convenient, (2) safe. (3) compatible with adjacent residential areas. (4) clustered to discourage strip commercial, and (5) accessible. This rezone request is based upon the need to provide a convenient, safe, clustered commercial area for the needs of the daytime industrial worker population. The 3.58 acres is not functionally compatible to,the residential area that it was intended to serve. That service area has now expanded to twice its orignal size for both area and population, and the facility needs to be relocated to a more central location for access. COMMUNITY FACILITIES OBJECTIVES The Community Facilities Objectives generalized in the Comprehensive Plan are specifically designated and prioritized in the Comprehensive Park and Recreation Plan. The construction of a new community recreational center was emphasized as the second priority of the Plan. The facilities at Mother's Park appear to be considered by both the Park Board and the City Council as antiquated and should be replaced in the immediate future. The maintenance costs of Mother's Park exceeds $40.000 annually. while operations for recreational programs average $35.000. 3. Major private development in the immediate area during the last 5 years has prompted the need to re-evaluate the designated land use for the subject site. Over 250,000 square feet of new office buildings have been constructed. The Boeing Company has also just announced the purchase of•40 acres of property from Pac Car, which could ultimately result in the hiring of 10.000 new employees. • c • • IMP - 3 - Analysis of the Comprehensive Plan Map suggests a very logical design consideration in the North Renton area. First, we can identify that the Boeing Company occupies a dominant place at the south end of Lake Washington as an employment center. Secondly, we see adjacent to the Cedar River directly south of Boeing, the center for governmental service for the City including City Hall. the Libary. the Fire and Police Stations. the Parks Administration Building and the Cedar River Trail. These two focal points are connected by a designated commercial corridor along Park Avenue North. The requested rezone is a logical extension of that commercial corridor between the two facilities. 4. Is the rezone timely? All of the public utilities are available to the site. The need presently exists to either expand the Boeing Commercial Airplane Plant or provide retail services to the area. There is still traffic capacity available in the adjacent streets to provide service to the area without major improvements. CONCLUDING STATEMENT Three of the four rezoning criteria support the rezone request. The fourth criteria has been proven to be outdated and possible at odds with the Comprehensive Park and Recreation Plan. The rezoning of the subject site will allow the logical relocation and redevelopment of the subject site into supportive uses for the Boeing Commercial Airplane Company Renton Plant. . The Environmental Review Committee finds the following facts to be true of the proposed project. 1. The ERC recognizes that the ultimate users of the proposed development are unknown. Therefore, the impacts associated with the final user are only speculative. 2. The primary area of concern for any development surrounding the Boeing Renton Commercial Airplane Plant is traffic. Actual traffic impacts cannot be measured since the type or intensity of the uses that will finally occupy the 4.54 acre site are unknown. 3. Traffic improvements have been completed on North 6th Street which are located on approximately 7.5 feet of the subject property. That property should be transferred to the public street system as part of the development process. Any use of the site will warrant enough traffic to require widening of Park Avenue North. As part of the development review, sufficient right-of-way should be provided along the eastern boundary of the site to allow appropriate turning movements. Therefore, the Environmental Review Committee (ERC) under their substantive authority [Section 4-2822(D)], recommends to the decision maker, the Hearing Examiner, that the application for rezoning of 4.54 acres from H-1, Heavy Industrial, to B-1, Business Use, located on the northwest corner of the intersection of Park Avenue North and North 6th Street is subject to the following conditions: 111 Fred J. Kaufman May 19, 1986 Page 2 1. At the time of development, the dedication of the eastern-most 10 feet of the subject site adjacent to Park Avenue North for public street and utility purposes. 2. At the time of development, the dedication of the approximately 7.5 feet (to be specifically determined by the Public Works Department) along North 6th Street for a public street and utility purposes. Therefore. the above conditions are necessary as a minimum for the preservation of the safety of the ultimate users and the general welfare and safety of the public at large to mitigate the adverse environmental impacts of the proposal. Under Section 4-2822(D), the decision maker must accept these conditions as binding upon his ultimate decision unless he identifies in writing a substantial error in fact or conclusion by the Environmental Review Committee. The decision maker then has the option of asking the ERC for reconsideration or revising the conditions himself. The applicant also has the ability to request reconsideration of these conditions from the ERC or appeal these conditions directly to the Hearing Examiner under authority granted in Section 4-2823(A)(1)(a) within fourteen days of the date that the DNS is final. During the last 40 years. the recreational needs of the public have changed along with the population characteristics of the City. In the late 1950's. the City of Renton had three major parks that served the people of North Renton: Jones Park. Liberty Park and Mother's Park. Mother's Park served as the primary recreational facility in the City at that time. During the last 20 years, the City has constructed Gene Coulon Memorial Beach Park and the Cedar River Trail. Both parks service the daytime recreational needs of the industrial workers, while the Cedar River Trail is the focus of the residents of North Renton. The City of Renton has constructed larger community and regional park facilities as the population of the City grew. REZONE CRITERIA: 1. Mother's Park is an intrusion of public facilities intended to serve the residential population into the office/industrial land use character north of North 6th Street for the following reasons: (1) The established and viable residential area in North Renton is south of North 6th Street. (2) Mother's Park does not have a strong functional relationship to the industrial area. Primary recreational needs of the industrial users are met by Gene Coulon Park and the Cedar River Trail. The facilities at Mother's Park appear to be considered by both the Park Board and the City Council as antiquated and should be replaced in the immediate future. The maintenance costs of Mother's Park exceeds $40,000 annually. while operations for recreational programs average $35,000. 3. Major private development in the immediate area during the last 5 years has prompted the need to re-evaluate the designated land use for the subject site. Over 250,000 square feet of new office buildings have been constructed. The Boeing Company has also just announced the purchase of 40 acres of property from Pac Car, which could ultimately result in the hiring of 10,000 new employees. _ S S - 3 - Analysis of the Comprehensive Plan Map suggests a very logical design consideration in the North Renton area. First, we can identify that the Boeing Company occupies a dominant place at the south end of Lake Washington as an employment center. The need presently exists to either expand the Boeing Commercial Airplane Plant or provide retail services to the area. A study conducted by the Traffic Engineering of Truck Traffic Department analyzing truck traffic on the NE 3rd/NE 4th Street on NE 3rd/4th corridor indicated that the Merlino site generates only 1 .9% SP-048-85 of the total truck and bus traffic volume of 3,100 vehicles per day. The majority of the truck and bus traffic is being generated by activity in King County. Since measures to reduce truck impacts on that corridor must address all truck traffic, the Public Safety Committee recommended that the City Council determine that truck traffic can no longer be regulated by placing a limit on the number of truck trips per day as a condition of special permit approval ; and the City Council direct the Building and Zoning Department to release the annual grading license to Merlin() Construction Company if the only remaining issue is truck traffic.
