PROJECT DESCRIPTION: The applicant is requesting State Environmental Policy Act (SEPA) review and a Shoreline Substantial Development Permit (SSDP) for
the Kennydale Lakeline Sewer System Replacement Project. The project site includes multiple parcels (noted above), City of Renton right-of-way, King County Parks property, and private
property located between 3905 Lake Washington Blvd N and the north end of Gene Coulon Memorial Beach Park. The existing 4,680-foot in-lake sewer system will be replaced with a new land-based
low-pressure sewer system serving 56 properties and a public park. The proposed replacement system includes approximately 4,950 linear feet of new force main, 55 individual grinder pump
stations, and associated electrical and utility improvements, to be constructed primarily within Mountain View Ave N and an unnamed access road east of the lake. The project will occur
in two phases: (1) upland construction of the new sewer system and (2) in-water decommissioning of the existing lake-line system. In-water work will be staged from barges and occur during
the approved fish window (approximately July 16 to December 31). Temporary construction-related disturbance will total approximately 113,670 square feet in upland areas and 875 square
feet in aquatic areas. Work would occur within and adjacent to Lake Washington, a Shoreline of the State. Shoreline designations on the site include Single Family Residential, Urban
Conservancy, and Aquatic. Work is anticipated to start in early 2026 and last up to 18 months. The project includes mitigation and restoration measures to ensure no net loss of shoreline
ecological function. Supporting documents submitted with the application includes a SEPA checklist, vegetation management plan, geotechnical report, arborist report, and Lake Study.

OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed
project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for
the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non-Significance
(DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS.
