ASSIGNMENT/ARRIVAL
On 10/27/2025 at approximately 1528 hours, I was dispatched to a hit and run collision that
occurred in the 11500 block of SE Petrovitsky Road in the city of Renton, King County,
Washington.
I arrived at approximately 1539 hours.
UNIT 1: DODGE RAM 1500
Upon arrival I observed a black Dodge Ram 1500 (WA/ D06109E, Unit 1) stopped facing south
along the west shoulder in the 17600 block of 116th Avenue SE. Unit 1 was moved from its point
of rest prior to my arrival.
Unit 1 sustained dents and scratches to the leading edge of the passenger bed and the trailing
edge of the passenger door.
DRIVER 1:WILLERS,TIMOTHY J.
I contacted Timothy J.Wipers (DOB: 09/20/1973) near Unit 1. 1 positively identified Wipers by his
valid Washington Driver License and established him as the driver of Unit by his admission.
UNIT 2: UNKNOWN
Unit 2 was described as a "medium sized"white SUV. No further information.
DRIVER 2: UNKNOWN
The suspect driver was described as a heavy-set black male, about 45-55 years old,with short

Willers would be able to identify the driver.
STATEMENT:WILLERS TIMOTHY J.
Willers told me the following about the collision:
Willers drove Unit 1 east on SE Petrovitsky Road toward the intersection of 116th Avenue SE.
Willers stopped Unit 1 in the left-turn only lane to turn left (north) onto 116th Avenue SE.
While Wipers was stopped for the red traffic signal, Unit 2's front-driver side collided with Unit
1's passenger side.Wipers said Unit 2 was driving straight in the number two (closest to center)
Lane, and he wasn't sure why Unit 2 left their lane.
Willers looked at Unit 2's driver,who signaled for him to turn south on 116th Avenue SE by
motioning with his hand. Willers drove east on SE Petrovitsky Road until he could turn around.
By the time he turned south on 116th Avenue SE, Unit 2 had fled.
This concluded my conversation with Wipers.
PROXIMATE CAUSE
The proximate cause of the collision was the unknown driver's violation of RCW 46.61.140(1),
which states:
Whenever any roadway has been divided into two or more clearly marked lanes for traffic
the following rules in addition to all others consistent herewith shall apply:
(1)A vehicle shall be driven as nearly as practicable entirely within a single lane and shall
not be moved from such lane until the driver has first ascertained that such movement
can be made with safety.

PROBABLE CAUSE
If Unit 2's driver is identified, there is probable cause to arrest him for hit and run attended, RCW
46.52.020(2)(a), which states:
(2)(a)The driver of anyvehicle involved in an accident resulting only in damage to a
vehicle which is driven or attended by any person or damage to other property must move
the vehicle as soon as possible off the roadway or freeway main lanes, shoulders,
medians, and adjacent areas to a location on an exit ramp shoulder, the frontage road,
the nearest suitable cross street, or other suitable location.The driver shall remain at the
suitable location until he or she has fulfilled the requirements of subsection (3) of this
section. Moving the vehicle in no way affects fault for an accident.
DISPOSITION
This concluded my involvement in this case.
