NARRATIVE
On October 21, 2025, at approximately 1730 hours, I was dispatched to a vehicle collision in the 300
Rainier Ave S, within the City Limits of Renton, County of King, State of Washington.
Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response
at the time of report. While on scene, 1 collected each involved party's driving documents and their
independent involvement leading up to the collision.
The driver of Unit#1, identified as Nichole Cooper, stated she was the sole occupant of her vehicle
and was attempting to exit the parking lot located at 300 Rainier Ave S on the southeast side of the
roadway. Nichole stated that she was intending to make a right turn out of the parking lot to enter the
left turn lane on Rainier Ave S. The distance from the parking lot is intersection is short, so she
needed to merge left as soon possible after her exit. While merging left, she failed to notice Unit#2 in
the number 2 through lane so both vehicles collided in the roadway. Unit#1 sustained moderate
damage to the driver's side fender and front bumper.
The driver of Unit#2, Ryan Decker, reported a similar story. He was the sole occupant of his vehicle
and was traveling northbound approaching the intersection of Rainier Ave S and S 3rd St. Ryan
intended to continue north through the intersection, but as neared the parking lot of 300 Rainier Ave S
he observed Unit#1 exit the parking lot and strike his passenger side door. He was unable to avoid
the collision. His vehicle sustained minor damage to the rear wheel well.
Based on the above statements, 1 believe that the driver of Unit#1 (Nichole) is the proximate cause
for the cause of collision as she is required to comply with RCW 46.61.205(1) which states that every
driver of a vehicle about to enter or cross a highway from a private road or driveway shall yield the
right-of-way to all vehicles lawfully approaching on said highway. Unit#2 was already underway in
the roadway and had right of way.
Nichole told me after the collision that she was operating her vehicle without insurance and
mentioned she would pay for the damages out of pocket if needed.
I issued Nichole 2 infractions, yielding the right of way and no insurance.
Both vehicles were driven away and an exchange of information was provided to the two parties.
