Dear Anousheh Nawaz:
On November 14, 2025, the Department of Ecology (Ecology) received notice that the City of
Renton (City) has approved with conditions your application for a Substantial Development
Permit (SDP) to replace an existing 4,680-foot in-lake sewer system with a new land-based low-
pressure sewer system serving 56 properties and a public park. The proposed replacement
system includes approximately 4,950 linear feet of new force main, 55 individual grinder pump
stations, and associated electrical and utility improvements, to be constructed primarily within
Mountain View Avenue North and an unnamed access road east of the lake. The project will
occur in two phases: upland construction of the new sewer system and in-water
decommissioning of the existing lake-line system. The project is located at Kennydale Beach
Park and 56 private properties along Lake Washington from the north end of Gene Coulon
Memorial Beach Park to just south of May Creek, within a Residential shoreline environment
designation along Lake Washington.
By law, local governments must review all SDPs for compliance with:
• The Shoreline Management Act (Chapter 90.58 RCW),
• The SDP approval criteria (WAC 173-27-150), and
• The Renton Shoreline Master Program.
Local governments, after reviewing SDPs for compliance, are required to submit them to
Ecology. We have received your SDP.

What Happens Next?
Before you begin activities authorized by this permit, the law requires you to wait at least 21
days from November 14, 2025, the "date of filing." This appeal period allows anyone (including
you) who disagrees with any aspect of this permit to appeal the decision to the state Shorelines
Hearings Board (SHB). You must wait for the conclusion of an appeal before you can begin the
activities authorized by this permit.
The SHB will notify you if they receive an appeal. We recommend that you contact the SHB
before you begin permit activities to ensure they have not received an appeal. You may reach
