The following briefly describes the application and the necessary Public Approvals. A virtual/telephonic public hearing is tentatively scheduled for January 13, 2025 at 12:00 pm before the Renton Hearing Examiner by means of the Zoom video conferencing web application which includes a phone-in option. The public is highly encouraged to attend the meeting by using one of the methods listed below. See also https://shorturl.at/03wR1 PROJECT DESCRIPTION: The applicant is requesting an Environmental (SEPA) Review and Hearing Examiner Condition Use Permit to convert an existing office building into a religious institution. The project site is located at 211 Morris Ave S (APN 7841800065) and is composed of an existing one-story 4,666 sq. ft. office building on a lot approximately 12,284 sq. ft. (0.28 acres) in size. The property is situated within the Center Downtown (CD) zoning district and Commercial Mixed-Use (CMU) land use designation. Vehicular access to the site will continue to be gained from an existing curb cut on Morris Ave S. The proposal will not include structural changes or modification to the building exterior. No trees are proposed for removal. According to City of Renton (COR) Maps, the Critical Areas mapped on the project site include a high seismic hazard area and Wellhead Protection Area Zone 1. The applicant submitted a traffic memorandum with the application in association with the Environmental (SEPA) Review. DATE OF APPLICATION: October 31, 2025 NOTICE OF COMPLETE APPLICATION: November 18, 2025 OPTIONAL DETERMINATION OF NON-SIGNIFICANCE (DNS): As the Lead Agency, the City of Renton has determined that significant environmental impacts are unlikely to result from the proposed project. Therefore, as permitted under the RCW 43.21C.110, the City of Renton is using the Optional DNS process to give notice that a DNS is likely to be issued. Comment periods for the project and the proposed DNS are integrated into a single comment period. There will be no comment period following the issuance of the Threshold Determination of Non- Significance (DNS). This may be the only opportunity to comment on the environmental impacts of the proposal. A 14-day appeal period will follow the issuance of the DNS. CONSISTENCY OVERVIEW: Zoning/Land Use: The subject site is designated Commercial Mixed Use (CMU) on the City of Renton Comprehensive Land Use Map and Center Downtown (CD) on the City’s Zoning Map. Environmental Documents that Evaluate the Proposed Project: Environmental (SEPA) Checklist Development Regulations Used For Project Mitigation: The project will be subject to the City’s SEPA ordinance, RMC 4-9-030, 4- 9-070, 4-2-120B, 4-3-050, and other applicable codes and regulations as appropriate. Proposed Mitigation Measures: No mitigation measures are proposed at the time of this posting. Comments on the above application must be submitted in writing by 5:00 PM on December 2, 2025.
