EG49476 CASE# 25_9828 O COLLOTINIE OFF CbLLI510N 11/12/25 13:26 NARRATIVE Case 25-9828 Unless otherwise noted, all events took place in the City of Renton, in the County of King, in the State of Washington. This incident was captured on my body worn video camera and in-car cameras. This report is a summary of events that occurred and is not necessarily an exact sequencing of events. On 11/12/2025, at approximately 1329 hours, I was dispatched to a report of suspicious unknown circumstances at the Larkspur Landing Hotel located at 1701 East Valley Rd. Dispatch notes were as follows: "2 AGO, WHI OLDER VAN CAME SPEEDING OUT OF P/L BEING CHASED BY 2 VEHS: DK GRY PCIKUP & BLK PICKUP, ALL VEHS L/S NB ON EVH, VAN BUMPER IS STILL IN P/L OF LOCN & RP THINKS IT WAS POSS SOME TYPE OF HIT & RUN BUT NOT SURE, RP DIDN'T GET ANY PLATES." Upon arrival, I observed a heavily damaged gray Subaru Outback in the parking lot, bearing WA/LIC CTL5310 (Unit#2). Dispatch advised that the vehicle was registered to a Hicham Lamsouguer DOB 04/24/1977. Nearby, 1 located a detached front bumper belonging to a separate vehicle bearing WA/LIC CAV0526 (Unit#1). I contacted the hotel employees who were able to provide security footage of the incident. Upon review, I observed a silver Dodge Caravan (Unit#1)parked in the parking lot, which was identified as being driven by the suspect. The suspect was identified as Brandon L. Starks DOB 05/23/1989 (verified WADL). The suspect was seen exiting the hotel, entering the vehicle, and attempting to leave the property. At that time, two unmarked pickup trucks, later determined to be Department of Corrections (DOC) vehicles, moved to pin Brandon's vehicle from the front and rear, while it was in motion. Brandon then rammed the vehicle into the parked Subaru Outback (Unit#2), and fled northbound on East Valley Rd. Further investigation revealed that Bellevue Police Department was conducting a search warrant at the location in connection with Brandon. As per hotel employees, Brandon was staying in room #431 with another female. Bellevue Police Department had requested assistance from DOC Officers, who were present in the unmarked trucks observed on security footage. I contacted DOC Officer Semsi Tokolahi via phone, who stated he was attempting to stop Brandon after observing him enter the silver Dodge Caravan (Unit#1) and attempt to flee. Officer Tokolahi confirmed that as him and his backup officer pulled in front of and behind Brandon's vehicle, he rammed the parked gray Subaru Outback (Unit#2) before fleeing northbound on East Valley Rd. At the time of this report, Bellevue Police Officers, DOC Officers, and Renton Police Officers were actively searching for Brandon. Hotel management was advised to have Hicham's Subaru Outback (Unit#2) towed from the property. They also advised that Hicham had parked his vehicle at the location prior to traveling to the airport and is not expected to return until December 2025. 1 attempted to contact Hicham by phone and left him a voicemail message providing the case number. I uploaded the video surveillance footage of the incident into AXON. At this time, the charge of Hit and Run (Unattended Vehicle) remains pending until contact with Hicham is completed.
