NARRATIVE
CC 25-9180
On 10/23/2025 at 0811 hours I was dispatched to a motor vehicle collision at around the 100 block of
S 3rd St in the City of Renton, King County, Washington.
Pre-Collision
Driver 2 stated that he was traveling East on S 3rd St from Rainier Ave S within the 100 block in the
#2 lane.
Driver 1 stated originally that she was traveling East on S 3rd St in the #1 lane, then later changed
her story to traveling East on S 3rd St in the #2 lane. Driver 1 changed her story after she spoke with
a male that was present with her in another language. I do not speak their language and therefore do
not know what was said to make her change her story. Based upon the evidence available, I believe
that Driver 1 was positioned in the #1 lane of Eastbound S 3rd St.
Collision
Driver 2 stated that as he was within the 100 block, Unit 1 performed a lefthand turn from lane #1 in
front of him and he did not have time to react. Driver 2 stated that the front passenger side bumper of
Unit 2 collided with the rear passenger side bumper of Unit 1.
Driver 1 stated that she was attempting to turn into the Safeway parking lot. Driver 1 stated that when
she performed her lefthand turn, Unit 2 approached from behind and collided with the rear driver's
side bumper of Unit 1. Driver 1 changed her story numerous times during our interaction. Once I
informed Driver 1 that if there was to be a report for this non-reportable collision, that she would be
listed as the proximate cause of the collision. Driver 1 proceeded to call 911 with me standing there
and ask for another Officer. Driver 1 then informed me that Unit 2 had been speeding, and that Unit 2
was on his phone. There is no way for me to verify this information, and this information was only
brought up when I told Driver 1 that she would be listed as the proximate cause for this collision.
Based upon the damage to Unit 1 and the roadway evidence, it would have been impossible for Unit
1 to have been in the #2 lane, as Unit 2 would have struck numerous large cones that were within the
roadway. Driver 1 only began providing further information regarding Driver 2's speed and possible
cell phone use after she was told that she was the proximate cause of this non-reportable collision.
Injuries
None reported
Vehicle Disposition
Both vehicles were operational
Proximate Cause
I determined that Driver 1 is the proximate cause of this collision because the driver of a vehicle
intending to turn left shall approach the turn in the extreme left-hand lane lawfully available to traffic
moving in the direction of travel of the vehicle. Had Driver 1 been in the #2 lane of travel and
performed her lefthand turn from that lane, this collision would not have happened.
Driver 1 was cited per RCW 46.61.290
