SCOPE OF WORM
The work involved under the terms of this contract shall he toe complete
Installation, testing and restoration of new 8-Inch diameter severmains
to replace roe existing sever mains In Powell Avenue South West from
South West Langston Road to South West 3rd Place; and In the Alley
between Meaeov Avenue North and Factory Avenue North from North 2nd
Street to North On Street; ant in Wells Avenue South from South 5th
Street to South 4th Street as shorn on the project plans and
speclflcatlor.s. The work shall include, but not be limited to
excavation, backflll and compaction and Installation of approximately
2500 lineal `eat of 8 izch diameter sewermain. The work shall Include
ail manho as, tees, side sewers, connection to existing sewers, and
complete restoration of ell surfaces and existing underground utilities.

the City Clerk's office and will be opened and publicly read In the 4th
floor conference ropey Renton Municipal Building, 2DO Mill Ave. South.

To be considered for bid award, all prospective bidders shall
submit a pre-qualification submittal package to the Clt. 'rrk's
office no later then 2,30 na. Wed October 23, 19Q', A
pro-qualification submittals will be reviewed by the :%seer and
the City staff for conformance with the crlterlA, and the
experience and general capability of the proposed bidder to
complete the work proposed. All submitting parties will be
notified by mall whether they have been approved to submit a bid on
this project.
The work to be performed within. 60 working days from the dais of
conmencement under this contract shall Include, but not be limited to:
furnlsh and Install approximately 2500 lineal lost of 80 sanitary sewer
mein, together with all required appurtenances, together with the removal
of the existing sewer mains, and comp iota restoration as set forth in the
design drawings and specifications
The City reserves the right to reject any end/or all bids and to waive
any ant/or all Informalities.
Approved plans and specifications and form of contract documents may be
obtained at the Public Works Department office at the Renton Municipal
Building for a deposit of 3 35.00 each set plus S 5.00 to cover
postage, if mailed. The deposit will be refunded upon return of the
Plans and Specifications In good condition within thirty days after id
opening. The mailing charge will not be refunded.
A certified check or bid bond In the amount of five percent (5%) of the
total amount of each bid must accompany each bid.
The City's Fair Prac floes and Non-Dlscrlminatlon Policies shall apply,

In accordance with the provisions of Chapter tit, Laws of 1973,
H.B. 621, the Contractor shall secure any permits or licenses
required by, and comply fully with all provisions of the follow-
ing laws, ordinances, and resolutions:
Kin Coun Ordinance No. IS27 requires Building and Land
ve opntent ivision and Hydraulics Division review of grading
and filling permits and unclassified use permits in flr�d
hazard areas. Resolution No. 36230 establishes storm drain
design standards to be incorporated into project design stand-
ards to be incorporated into project design by Engineering
Services. Reiiew by Hydraulics Division.

accordance with the Washington Clean Air Act, R.C.W. 70.96.
WASHINGTON STATE DEPARTMENT OF ECOLOGY
W.A.C. 18-01: Requires operators of stationary sources of air
contaminants to maintain records of emissions, periodically re-
port to the State information concerning these emissions from
his operations, and to make such information available to the
public. See Puget Sound Pollution Control Agency Regulation I .
R.C.W. 90,08: Enacted to maintain the highest possible standards
to ansure t e purity of all water of the State consistent with
public health and public enjoyment thereof, the propagation and
pro• ecting of wildlife, birds, game, fish, and other aquatic

R.C.N. 76.04.370; Provides for abatement of additional fire haz-
er an s upon which there is forest debris) and extreme fire
hazard (areas of additional fire hazard near building, roads,
campgrounds, and school grounds) . The owner and/or person respons-
ible is fully liable in the event a fire starts or spreads on
property on which an extreme fire hazard exists.
R.C.W. 76,04.010: Defines terms relating to the suppression or

and permits, plan or operation, reclamation plan, bonding, and

U. S. ARMY CORPS OF ENGINEERS
Section 1 of the River and Harbor Act of June 13. 1902: Author-
tzes ecretary o rmy an orps o ngineers to issue permits to
any persons or corporation desiring to improve any navigable
river at their own expense and risk upon approtal of the plans and
specifications.
Section 404 of the Federal Water Pollution Control Act (PL92-SOO

t roug t e ores of Engineers, to issue permits for the discharge
of dredged or fill material into the navigable water, at specified
disposal sites. Permits may be denied if it is determined that such
discharge will have adverse effects on municipal water supplies,
shell fish beds and fishery areas and wildlife or recreational areas.
MISCELLANEOUS FEDERAL LEGISLATION
Section 13 of the River and Harbor Act approved March 3 1899:
