HomeMy WebLinkAboutRSD_SEPA_Comments_251119 November 19, 2025 Matthew Feldmeyer, Executive Director Capital Planning & Construction Renton School District 7812 S 124th St Seattle, WA 98178-4830 Subject: Renton High School Replacement and Site Expansion MDNS (SEPA Phase 3) Dear Mr. Feldmeyer: The City of Renton is in receipt of the Mitigated Determination of Nonsignificance (MDNS) issued November 5, 2025, for Phase 3 of the Renton High School Replacement and Site Expansion capital project. City staff is currently reviewing the district’s land use application associated with this State Environmental Policy Act (SEPA) determination and provides the following timely comments on the document: 1. The city appreciates mitigation measure 3 as it relates to field lights and minimizing light spill. As spillage typically only applies to average illumination at the property line and not the intensity, the city would request additional mitigation language to ensure the orientation, distribution, and brightness of sports field lighting is designed to so that it does not impact nearby residents and vehicle drivers. 2. The city requests that mitigation measure 13.b.i is amended to include a new curb bulb added to the northeast corner of the intersection of S 2nd St and Logan Ave S intersection. There is currently a parking lane on the east side of Logan Ave S north of this intersection to accommodate the bulb and shortening this intersection crosswalk on the west side will limit the students crossing distance within the roadway. 3. The city requests that mitigation measure 13.b.ii is amended as it relates the proposed Rectangular Rapid Flashing Beacon (RRFB) that would be located at the intersection of S Toban St and Logan Ave S. City staff has determined that a pedestrian HAWK signal may be warranted at the east-west crosswalk as a replacement for the proposed RRFB. The city Matthew Feldmeyer, Executive Director Page 2 of 2 November 19, 2025 requests that school district continue to work with the Department of Community and Economic Development (CED) Development Engineering staff on this warrant and pedestrian improvement. 4. The city requests that mitigation measure 13.e is amended as it relates to long term operations and mitigating off-site queuing of pickup and drop off. City staff has determined that a new video detection system and traffic PTZ (Point Tilt Zoom) camera to monitor school traffic is needed at the intersection of Logan Ave S and S 2nd St with associated signal cabinet equipment. The city requests that the school district continue to work with CED Development Engineering staff on this operational improvement. 5. The city recognizes and appreciates mitigation 13.c related roadway and curb signage. City staff will provide additional comments as it relates to school zone improvements including, but not limited to, the requirement of zone signage and signals up to 300 feet from the high school property lines. The city requests that the school district continue to work with CED Development Engineering staff on these school zone improvements. 6. City staff requests that prior to any lane and/or signal changes along Logan Ave S that the district coordinates with King County Metro to mitigate any impacts to transit service. 7. Please note that detailed information regarding the turf materials has not yet been provided and the city’s adopted stormwater manual has identified these types of materials as pollution generating. Therefore, additional information, studies, and mitigation may be required with the forthcoming civil construction permit application.
