Dispatch then advised CPR was being started on the down motorcycle rider and the call was upgraded to a Medics call out. When I approached the intersection I noticed two uniformed Renton Police Officers both kneeling at the motorcycle rider still laying supine in northbound lane one of Logan Ave N. I was focusing on challenging on coming traffic trying to drove through the crash scene. I notified Dispatch that I would need additional units to close down Logan both directions and clear traffic out so I could start with assessment of this potential fatal or serious injury collision. As soon as I made this request and started to walk back towards the rider and officers I was surprised to see the motorcycle rider against the direction of officers get up to his feet and try walking around. Renton Fire arrived about this time as Medics shortly after. No CPR was performed. I contacted the driver of unit 1 ID'd by his picture WADL. He did not provide any type of fine detail to the crash. He said he was making a left turn from SB Logan onto EB N 3rd St and never saw the motorcycle. He did not complain of injury and damages to his vehicle required a tow truck. I did not contact unit 2 as he was being treated by Fire and Medics and was moved into the Medics rig for further treatment. However, it did not appear that unit 2 has any serious injury as he was walking and talking on scene. Several witnesses remained on scene and collectively provided information from what they could recall. They said that traffic was stopped northbound on a red light as unit 2 was splitting lanes on his motorcycle weaving his way through traffic to be in the front of the traffic line of cars. The witnesses said that they conformed the motorcycle rider did proceed into the intersection on a solid green light when unit 1 "whipped" in front of him while making his left turn and they collided. I contacted unit 2 ID'd by his matching picture WADL. A WACIC/DOL check revealed he did have a valid drivers license but did not possess a motorcycle endorsement. He was unable to provide insurance and said he did not have insurance for his motorcycle. He confirmed he did not have a motorcycle endorsement as well. When I asked him about the crash he told me he had no recall of any collision event. His motorcycle required a tow truck as the front forks and front wheel were basically broken off the frame. A WACIC/DOL check on unit 2 revealed his registration expired on 09-28-2024. He did not have a license plate affixed to his motorcycle. I cited unit 1/Wang Ref RCW 46.61.185 FTYROW-Left Turn injury crash via complaint. cited unit 2/ Rosario Ref RCW 46.61.608.3 Splitting lanes on his motorcycle, RCW 46.20.500 No motorcycle endorsement and RCW 46.30.020 No valid proof of insurance, Ref RCW 46.16A.020 Expired registration/tabs via complaint.
