Request for Qualifications for the Panther Creek at Talbot Road S Culvert
Replacement Project – Design Phase II
Submittal Date: December 19, 2025
The City of Renton is soliciting statement of qualifications (SOQs) from engineering consulting
firms for engineering design and construction support services for the Panther Creek at Talbot
Road S Culvert Replacement Project – Design Phase II. Phase I of the project consisted of an
alternatives assessment for removal of a failing 32-inch fiberglass reinforced corrugated metal pipe
and replacing with a fish passable crossing. The selected alternative was a bridge, and 10% design
has been completed. Phase II of the project will complete the design of the bridge across Panther
Creek and includes construction support services. Work on Phase II is expected to require civil and
structural engineering design services and may require additional geotechnical, surveying, and/or
other services in support of the design.
If your firm wishes to submit qualifications, please refer to the complete text and requirements
contained in the “Request for Qualifications” document available at the City of Renton website,
http://rentonwa.gov/bids/ or by contacting Jared McDonald, City of Renton Surface Water Utility
Engineer at 425-430-7293, or by email at jmcdonald@rentonwa.gov.
The City of Renton staff will evaluate the consultant’s statement of qualifications based on the
project approach, each firm's technical skills and resources, project team's technical skills, history
of performance, and knowledge. After the statement of qualifications have been evaluated, the
highest ranked firms may be interviewed. Final selection will be made based upon both the written
SOQs and, if applicable, the interviews.
