EG44526 CASE# 25-9541 DATE OF COLLI r�510NN + 11/03/25 15:44 L1 NARRATIVE 25-9541 On 11/03/2025 at approximately 1546 hours, I arrived on scene of a two-vehicle collision at the intersection of Southwest 43rd Street and SR-167, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I contacted the involved parties and confirmed no injuries had occurred requiring immediate medical response at the time of report. There, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 said he was the sole occupant of his vehicle and was traveling westbound in about the 100 block of SW 43rd ST (on the SR-167 overpass). The driver of Unit#1 stated he was traveling directly behind an uninvolved vehicle and saw as the uninvolved vehicle had come to an abrupt stop for queued traffic at the upcoming intersection. The driver of Unit#1 stated that he swerved to the left to avoid a collision with the uninvolved vehicle. Although the driver of Unit#1 avoided a direct collision with the rear of the uninvolved vehicle, Unit#1 struck Unit#2 which was stopped in the oncoming lane of travel. Unit#1 suffered moderate damage to the front driver's side quarter panel and bumper of Unit#1. The driver of Unit#2 said he was traveling eastbound in about the 100 block of SW 43rd ST (on the SR-167 overpass). The driver of Unit#2 stated he had come to a stop for queued traffic at the upcoming intersection. While Unit#2 was stopped for queued traffic, Unit#1 collided into the driver's side door and fender of Unit#2 causing moderate damage to the driver's side of Unit#2. The driver of Unit#1 (Gonzalez Yepez) was not paying attention to traffic in front of him. Gonzalez Yepez violated Renton Municipal Code (RMC) 10-12-25 -Inattentive Driving which is defined as any person to drive a motor vehicle on any public highway, street, alley, or road in an inattentive manner in the City of Renton. "Inattentive manner" in this section means a lack of: 1) attentiveness required to safely operate the vehicle under the prevailing conditions, including, but not limited to, the nature and condition of the roadway, the weather conditions, the presence of pedestrians, the presence of other traffic, or by the driver focusing or directing the driver's attention to something other than driving the motor vehicle; or 2) attentiveness that would permit the driver of a motor vehicle to observe anything resting on, or traveling on, or entering the roadway in time to take appropriate action as circumstances require. (Ord. 4462, 7-25-94, eff. retroactive to 7-1-94; Ord. 5635, 11-14-11). Based on the above statements, I determined that the Driver of Unit#1 (Gonzalez Yepez) is the proximate cause for the collision due to inattention causing a collision. Gonzalez Yepez should have been paying closer attention to the movement of traffic in front of him to come to a safe stop without the need to swerve into oncoming traffic. I cited the driver of Unit#1 in-person for violating RCW 46.30.020 -Liability Insurance as no person may operate a motor vehicle subject to registration under chapter 46.16A RCW in this state unless the person is insured under a motor vehicle liability policy with liability limits of at least the amounts provided in RCW 46.29.090, is self-insured as provided in RCW 46.29.630, is covered by a certificate of deposit in conformance with RCW 46.29.550, or is covered by a liability bond of at least the amounts provided in RCW 46.29.090. Proof of financial responsibility for motor vehicle operation must be provided on the request of a law enforcement officer in the format specified under RCW 46.30.030. 1 gave Gonzalez Yepez a verbal warning for Inattention.
