TRIP GENERATION ASSESSMENT
1. INTRODUCTION
Heath & Associates has been engaged to prepare a trip generation assessment for
the proposed Renton Daycare development. This report will summarize the project
and provide trip generation, distribution, and assignment information.
2. PROJECT DESCRIPTION
Proposal
• Renton Daycare is a proposed daycare facility for a site located within the City
of Renton, Washington. Currently, a ~1,312 square feet (sf) commercial office
building and a 504 sf single-wide trailer exists on-site. These will be
repurposed for the proposed daycare. Additionally, the development is to
include a 790 sf fenced outdoor playground for daycare use only.
Location
• The subject site is situated on 0.45-acres within tax parcel: 102305-9117.
• The site address is 4508 NE 4th Street, Renton.
• The site is bordered to the south by NE 4th Street, with an existing access
connection via two driveways extending north from NE 4th Street.
A vicinity map is provided in Figure 1 below. A conceptual site plan is shown in
Figure 2.

3. TRIP GENERATION
Trip generation is defined as the number of vehicle movements that enter or exit the
prospective project site during a designated time period, such as a specific peak hour (AM or
PM) or an entire day. Trip estimates were derived from the Institute of Transportation
Engineers (ITE) publication, Trip Generation, 11th Edition. The ITE land use for the proposed
development was defined as LUC – 565 (Day Care Center) using square footage as the input
variable. The ITE land use for the previous development was defined as LUC – 712 (Small
Office Building) using square footage as the input variable. ITE average rates were used to
determine trip ends.
Table 1 below highlights the trip generation for the previous use and the proposed Renton
Daycare.

Based on ITE data, the proposed Renton Daycare is estimated to generate 61 net new daily
trips with 17 net new AM peak hour trips (8 entering, 9 exiting) and 16 net new PM peak hour
trips (8 entering, 8 exiting). It should also be noted that ITE considers 40% of daycare trips to
be in the form of pass-by. Consequently, out of the 16 net new PM peak hour trips, 6 could
be pass-by and are not considered new trips to the city system.
4. TRIP DISTRIBUTION
Trip distribution describes the process by which project-generated trips are dispersed onto
the roadway network surrounding the site. Figures 3 and 4 on the following pages illustrate
the estimated AM and PM peak hour trip distribution and assignment. Given the site location
and use, project trips were split 50% east & 50% west at the site driveway.

5.CONCLUSION
Renton Daycare is a proposed daycare facility for a site located within the City of
Renton, Washington. Currently, a ~1,312 square feet (sf) commercial office building
and a 504 sf single-wide trailer exists on-site. These will be repurposed for the
proposed daycare. Additionally, the development is to include a 790 sf fenced
outdoor playground for daycare use only.
Based on ITE data, the proposed change in use is estimated to generate 61 net new
daily trips with 17 net new AM peak hour trips (8 entering, 9 exiting) and 16 net new
PM peak hour trips (8 entering, 8 exiting). As this is under 20 peak hour trips, no
further analysis is identified at this time. Additionally, ITE data indicates that 40% of
peak-hour trips may be pass-by trips, which do not introduce new traffic to the city's
roadway system.
