1. Development Identification
This report evaluates the traffic impacts of a proposed daycare facility at 4508 NE 4th St,
Renton, WA. The project involves converting an existing retail property into a daycare
center with an approximate capacity of 50 persons. Operating hours are expected to be
from 7:00 AM to 4:00 PM, Monday through Friday.
The daycare facility will have a designated drop-off/pick-up area, and staff parking will be
provided onsite.
2. Methodology
This analysis follows the City of Renton’s Traffic Impact Analysis Guidelines and
incorporates:
• Trip generation rates from the ITE Trip Generation Manual (11th Edition) for daycare
land use codes (LUC 565).
• Intersection Level of Service (LOS) assessment using Synchro/SimTraffic modeling
software.
• Signal warrant analysis based on the Manual on Uniform Traffic Control Devices
(MUTCD).
• Crash data analysis obtained from the Washington State Department of
Transportation (WSDOT).
3. Trip Generation
Using ITE LUC 565 (Daycare), the trip generation was calculated as follows:

Trip generation calculations account for typical drop-off and pick-up patterns and any
pass-by trips.
4. Trip Distribution
Trips were distributed based on local roadway conditions and proximity to residential
areas. The following assumptions were made:
