On November 17, 2025, at 1201 hours, dispatch requested that I respond to a hit and run collision at the
intersection of SW 41st St and East Valley Rd, in the city of Renton, county of King, and State of Washington.
The reporting party, later identified by his WADL as Sukhmander Singh (12/15/1986), reported that the other
involved vehicle had fled the location after colliding with his rear bumper.
Upon contact, I met Sukhmander in the parking lot of 101 SW 41st St.There, Sukhmander explained that the
collision occurred in the parking lot and not in the roadway. Sukhmander stated he was sitting inside his
vehicle when another vehicle reversed and struck his rear bumper. He attempted to contact Unit#1, but the
vehicle exited the parking lot and drove southbound on East Valley Rd.
Sukhmander said he never saw the driver, but managed to photograph the vehicle as it drove south on East
Valley Rd.
Sukhmander's vehicle is a 2025 Honda CRV bearing Washington plates A8845177.The vehicle sustained minor
damage to the rear bumper.
Unit#1 was identified as a silver 2013 Dodge Durango bearing Washington plates BBR0263.The registered
owner was identified as Vicki Carpenter(03/18/1966)who lives in Tukwila, WA.
Using Linx, I was able to locate a contact number for Vicki Carpenter, (206) 990-1995.
1 contacted Vicki via phone and advised her of the situation.Vicki sounded surprised and said the vehicle
belonged to her and mentioned that her son was driving the vehicle. I advised Vicki that I needed sons'
information and insurance information.
While speaking, I heard a door open in the background.Vicki brought her attention to the person entering the
room and said, "I have the police on the phone." I then heard a male voice say, "what."Vicki explained the
situation and began to complain about her insurance rates rising. She also told the male he struck a car.Vicki
asked if I wanted to speak with the male, and I said yes.
I spoke with a male later identified as Delvaughn A.Johnson 09/20/2001. 1 told Delvaughn of my findings and
asked that he explain what happened. Delvaughn stated he reversed too "fast" and believed he had struck a
pole. He became worried and left the area.
This incident occurred in the sCity of Renton,King County,Washington State.

After speaking with Delvaughn, I was able to gather all the necessary documents.
I contacted Sukhmander again and provided him with all the items he requested. Due to him receiving all the
necessary documents, he declined to pursue criminal charges against Delvaughn.
This concludes my involvement in this case.
