co mmunity aquatic c enter. T he co mpact nature o f Do wntown Re nton places numerous
bus ines s es , offi ces , re s taurants , the trans it c enter and s cho ols all within walking dis tance o f
eac h other. Regio nal trans po rtation inve s tments res ulted in s hifting the exis ting downto wn
trans it ce nter to a s o uthern locatio n clos e r to I-405 and SR 167.
The e xis ting co nditio ns o f Burne tt Ave S. be twe en S. 2nd St and S. 5th St are in nee d of
infras truc ture upgrades for people to feel s afe as they trave l in and o ut o f the exis ting Rento n
trans it ce nter. Many pe ople co ntinue s o uth fro m the trans it c enter and head s outhward to
public des tinations like the P os t Offi ce, Departme nt o f Lice ns ing, Chambe r o f Co mme rce
and/o r City Hall.

To us e the co nte xt o f trans it cente r re locatio ns as an oppo rtunity, the City ado pted The
Rento n Downto wn Civic Co re Vis io n and Actio n P lan that lis ts actions to implement the
co mmunity vis ion o f what the do wntown core s ho uld be - a thriving, "heart" o f Rento n, full of
the art and culture that is mixe d within the city.
As a key eleme nt o f the Do wntown Civic Core Vis ion and Action P lan, T he Re nto n Co nnecto r
is a new urban trail, o r "gre enway", that create s a s ignature Civic Co re and Downto wn green
s pine and regio nal trail connection between the Ce dar Rive r Trail, Lake to So und Trail, Lake
Was hington Loop Trail, and the Eas ts ide Rail Corrido r fo r pe des trians and cyclis ts be twe en the
Cedar River, City Hall and the South Re nto n Trans it Ce nte r to the South. The new gree nway
extends the exis ting Burne tt Linear Parks (North and So uth) into the Civic Co re .
The Renton Co nne ctor intends to ene rgiz e and c atalyz e development by providing active and
engaging public s pace s ; inte grating art into the Civic Core and Downto wn; and creating a
s afe , and attractive , vis ually interes ting s treet that e nco urage s s tro lling. The purpo s e of the
project is to continue to make Downto wn Rento n a des tinatio n acces s ible by foot, bic ycle ,
trans it and car. The pro je ct will impro ve s afe ty, pro vide greate r acces s ibility for all mo des ,

taken place in the Do wnto wn co re , with ove r 1,100 hous ing units and 300,000 s quare feet of
new commercial area. P ublic inves tme nt followe d this gro wing trend by inves ting $40M in the
Downto wn area, to pro vide s ervice s and amenitie s to accentuate res ident's lives and attrac t
additional lo c al and o ut o f town us ers . P ublic inves tments include improved trans it fac ilitie s ,
infras truc ture , a ne w library, ne w parks , a pe rforming arts cente r, and a community aquatic
cente r that is 1/3 mile outs ide downto wn and acces s ible by the regio nal Cedar Rive r Trail.
The purpos e of the pro je ct is to co ntinue to make Do wntown Re nton mo re of a des tinatio n

The future vis io n of the Civic Core and Downtown Renton is a vibrant, exciting place to be with
thriving bus ines s es , to attend co mmunity eve nts , get a bite to eat, s ee a s how, ride a bike,
and c atch the bus . T he Re nton Co nne cto r will be the key north-s o uth "s pine " that c onnects
peo ple into the c ivic co re with a walkable, bikeable gree nway. T he improve d walkways and
protected bike lane s cre ate a multi-us e path that will invite multiple us ers fro m all face ts o f the
co mmunity. T he finis he d pro duct will be a facility that accommo dates both families o ut for a
s tro ll as we ll as well-s e as one d cyc lis t co mmuters on their way to work.

providing upgraded facilitie s fo r pe ople that will be vis ually interes ting, will inco rporate art and
areas o f interes t, and have place s to res t alo ng the way. Exis ting bicycle facilities are non-
exis te nt and s o me of the e xis ting s ide walk widths are very narrow. The pro je ct will increas e
the width o f the walkways and provide s eparatio n from ve hicular travel by us e of lands caped
buff ers and me dians . T he s e paration fro m vehicle trave l de creas es level o f traffi c s tre s s for
peo ple walking, riding a bicycle , or e ve n commuting us ing trans it becaus e of clo s e pro ximity
of downto wn trans it s tops .

Rento n re s idents and bus ines s e s have bee n clear that the y de s ire a future Civic Co re and
Downto wn a fun and welco ming place fo r families with places to live, work, and e njoy all the
co nve niences of urban living. T he Rento n Connecto r project will be the infras tructure that will
help allo w the future vis io n to unfo ld.

undergoe s a time o f trans formatio n, the Renton Co nne ctor wo uld s e rve as the s tronghold o f
the Civic Co re P lan that repres ents the tie o f the trans fo rmation that has happene d to the
no rth s ectio n o f the regional gro wth center at T he Landing with the change that is to co me to
the s o uth with the new e xpande d South Re nton trans it c enter due to Bus R apid Trans it and
new Rapid Ride routes .

Cedar River, and City Hall. T his non-mo to riz ed facility will co nne ct regio nal trails that co nve rge
into Renton's downto wn co re. The north end of the pro je ct c onnects to parks and o pen
s pace , including Re nto n High Scho o l. The c entral s ection is the co mmerce area that
co nnec ts with the Pavilio n Event Center, P iaz z a, P ublic Marke t, Farmer's Marke t, and the Civic
Core P lan's Logan Ave Fe s tival Stre et. The s outh end co nnec ts to mixe d-us e , ho us ing, and
So uth Renton trans it cente r.
Non-mo to riz e d e lements o f the project will improve the north-s outh co nne ctivity o f the
re gional trail s ys tem, s uch as Lake Was hington Lo op Trail, Cedar Rive r Trail, Lake to Sound
Trail, and Burne tt Trail; as we ll as upgrade the exis ting pede s trian network to c urre nt ADA
s tandards . Currently, the re are no bike facilitie s along B urnett Ave S and this pro je ct would
help create a s afer connectio n to exis ting well-utiliz ed trails .
Curre ntly, the re are 12 ro ute s making hundre ds o f trips a day through the Rento n's Regio nal
Gro wth Center. T he So und Trans it ro ute s s e rve as the majo r re gional pro vider s erving multiple
re gional centers in s outh and eas t King County. Some o f the Metro ro ute s s erve lo w inc ome
and mino rity po pulations in the Skyway area (no rthwe s t Renton) with hundre ds bo arding
within the pro je ct limits . T his pro je ct would improve the us e r experience of tho s e us ing
trans it.
The new trans it center in the vic inity o f the exis ting South Re nton Park & Ride expands the
re ach o f an active trans portatio n s ys te m. Within that area, I-405, SR 900, SR 167, SR 169 , SR
515 will be co nne c te d thro ugh Expres s Bus , Rapid Ride, Bus Rapid Trans it, and Rapid Ride.
The Tukwila Sounder s tatio n is als o in clos e pro ximity. T he Re nton Co nnec to r will be an entry
po int into the Do wntown Core from the new trans it cente r and will play an important ro le in
es tablis hing multi-mo dal co nnectivity be twe en trail and trans it ne two rks .

The Renton Co nne ctor pro je ct reduce s the conflicts betwe e n the mode s of trans po rtatio n.
Having a s e parated cycle track as well as a multi-us e path, de cre as es the leve l o f s tres s that
will be e xpe rienced by the us e rs o f the facilitie s . T he project increas es s afety by s eparating
the mode s but als o incre as e s ove rall he alth by improving the us er experie nce o ve r the entire
co rridor. T his pro ject impro ves the e xis ting co nditio ns o f the ro adway s ignificantly by
addre s s ing the inte rs e ctio n cros s ings and upgrading c urb ramps to current ADA s tandards
as we ll as c re ating an e nvironme nt mo re vis ually interes ting.
In the las t 5 years , there have be e n 32 co llis io n within the pro je c t corrido r. Howe ver, 75% of
the co llis ions were inte rs ection related and of tho s e, 58% we re caus ed due to inattention o r
dis regard fo r Stop/Go light. T he traffi c s ignaliz atio n impro ve me nts at e ach inte rs ection
cros s ings s hould help addre s s thes e is s ues .

P SRC's Inte ractive Re s ource Map s hows data of 42% to 58% minority populatio n living within
and s urro unding the pro ject. Acco rding to the P SRC map, 21% to 33% o f the ho us e ho lds live
belo w the fede ral pove rty line, and 11% to 14% are dis able d citiz ens . 15% to 19% o f the
po pulatio n s urrounding the project are s e nior c itiz e ns . Acc ording to the P SRC map for P uge t
So und the area s urro unding B urnett Ave S (the Rento n Connecto r) is within a LOW
OP P ORT UNIT Y area.
Since B urnett Ave S is a ke y co rridor fo r acces s to trans it, an analys is fo r thos e within ¼ of a
mile s hows who has acces s to the s tree t and who wo uld mo s t like ly be in nee d of a multi-
modal trans portatio n s ys te m. T he cens us blo cks with the ACS 5 Ye ar Es timate (2012-2016)
Cens us data co nve ys the following po pulation gro ups within ¼ mile walking dis tance: minority
(63%), low inco me (26% at o r be lo w poverty level), and working po or (42% at o r belo w twice
po verty line ). Of the po pulation analyz ed, 18% are adults (ages 18+) living with a dis ability and
12% are s e nior adults (age s 65+). T his project will improve the c omfort, s afe ty, and us e r
experie nce to s o me of Rento n’s vulne rable po pulatio n living within the Regio nal Gro wth
Cente r.

co rridors . Once the Civic Core Vis ion and Actio n P lan is imple mented and all re gional trails are
built o ut, the Rento n Downto wn Core will be a majo r co nne ctio n po int for any pe rs on
co nnec ting into and out of the regio nal growth ce nte r by bicycle or trans it.

Projects are identified and prioritized using criteria from the Comprehensive Citywide Walkway Study, Council direction, and through coordination with the City's Neighborhood Program.Providing safe and convenient non‐motorized facilities is an integral part of a complete transportation network.
