EG47616 CASE# 25-9641 DATE OF COLLI r�510NN + 11/06/25 15:40 L1 NARRATIVE On November 6, 2025, at approximately 1540 hours, I was dispatched to a blocking vehicle collision in the 700 block of N 3rd St, within the City Limits of Renton, County of King, State of Washington. Upon my arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I collected each involved party's driving documents and their independent involvement leading up to the collision. The driver of Unit#1, identified as John Ancheta, stated he was the sole occupant of his vehicle and was attempting to cross N 3rd St from Burnett Ave N, and on the southside of the roadway. John stated that one of two eastbound lanes of had created an opening in traffic to allow enough space for Unit#1 to cross. John believed all eastbound traffic on N 3rd St was clear and therefore proceeded out into the roadway. As John reached eastbound lane 1 of 2, Unit#1 was met by another vehicle - Unit#2. John claimed that Unit#2 had changed lanes between Logan Ave N and Burnett Ave N and was traveling at a high rate of speed. John stated that he was unable to avoid the collision after having pulled out into the roadway and that Unit#2 struck the driver's side of Unit#1 causing minor damage. The driver of Unit#2, identified as Chung Nguyen, said he was the sole occupant of his vehicle and was traveling eastbound in about the 800 block of N 3rd St and in lane 2 of 2. Chung stated he was intending to continue east on N 3rd St but noticed that traffic had slowed in lane 2 of 2. Chung changed lanes from lane 2 of 2 to lane 1 of 2. Upon reaching the location of where Unit#1 was turning out from, Unit#2 observed Unit#1 pull out into the roadway but was unable to avoid the collision. Both vehicles collided in the roadway and Unit#2 suffered minor damage to the front bumper and the front license plate was bent. Chung stated he sustained a minor injury to his neck and said it felt sore but refused any medical assistance. Based on the above statements, I believe John is the proximate cause for the cause of collision as he violated RCW 46.61.190(3) which outlines that the driver of a vehicle approaching a yield sign shall in obedience to such sign slow down to a speed reasonable for the existing conditions and if required for safety to stop, shall stop at a clearly marked stop line, but if none, then at the point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and then after slowing or stopping, the driver shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time such driver is moving across or within the intersection or junction of roadways: PROVIDED, That if such a driver is involved in a collision with a vehicle in the intersection or junction of roadways, after driving past a yield sign without stopping, such collision shall be deemed prima facie evidence of the driver's failure to yield right-of-way I issued John a citation via mail for Fail to Stop at Intersection causing a collision. Both vehicles were driven away without further issues. An exchange of information was provided to all involved parties.
