EG49340 CASE# 25-9711 OATS OF COLLI r�510NN + 11/08/25 11:13 L1 NARRATIVE 25-9711 This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. On 11-08-2025 1 was working as a police officer in a fully marked, department issued uniform, patrolling in a marked police vehicle for the city of Renton. At approximately 1113 hours I was dispatched to an injury accident at the intersection of Duvall Ave NE/NE 18th Cir, City of Renton, County of King, State of Washington. I gathered from the call notes, there was a two-motor vehicle collision that involved injuries. There was a 20-year-old female who had difficulty breathing and experienced an asthma attack. Also, all southbound traffic on Duvall Ave NE had been closed. I arrived on scene and observed a white 2019 BMW X5 (license plate#CDW8787/WA) faced east collided with the front of a blue Chevrolet Silverado (license plate#D11931J/WA) which faced south in the intersection. The Silverado's front license plate holder had broken off, front passenger side headlight had glass broken off, and the front passenger side fender had bent towards the tire making it unable to drive safely. The BMW's front grill had broken off the frame, front driver's side headlight had caved inwards toward the engine, and the front driver's fender had caved inwards toward the engine as well. I observed that the front driver/passenger airbags had been deployed, and the BMW did not have airbags deployed. All occupants were outside of their respected vehicles and no one complained of pain except for one. Kyla L. Pittam (DOB 03-20-2005) who was the front right passenger of the Silverado sat on the ground in pain. Kyla advised she had back pain, minor cut on her right foot, and trouble breathing. Renton Fire Authority (RFA) arrived on scene shortly afterwards and tended to Kyla. I met with the driver of the BMW who 1 positively identified as Megan E. Leonard (DOB 03-31-1992) via WADL. Megan advised the following occurred: Megan was in the BMW with her passenger Talia A. Bills (DOB 02-04-1998) stopped at the stop sign at Duvall Ave NE/NE 18th Cir. Megan used her left turn signal to signal other drivers she intended to turn northbound on Duvall Ave NE. The roadway was a two-lane center left turn lane road. The driver in lane two of southbound traffic came to a complete stop to allow Megan to complete her turn. Megan did not observe any vehicles in lane one of southbound traffic. Megan entered the intersection and doing so suddenly saw the Silverado in lane one of southbound traffic. Megan was unable to avoid the collision and was collided by the Silverado. I spoke with the driver of the Silverado who 1 positively identified as Kevin R. Carlson (DOB 11-05- 2004) via WADL. Kevin advised the following occurred: Kevin drove southbound on Duvall Ave NE in the number two lane. Kevin noticed that the number two lane was backed up, so he changed lanes to the number one lane. Kevin continued to drive southbound and observed nothing in front of him. Kevin noticed traffic came to a halt in the number one lane, and as he approached Duvall Ave NE/NE 18th Cir he saw the BMW. Kevin estimated that he was traveling 35mph and had no time to stop and avoid the collision. Kevin slammed on his brakes but ended up colliding with the front driver's side fender of the BMW. Based off both driver's statements, the proximate cause of the collision was that Megan failed to yield to Kevin's right of way. Both drivers were able to produce their WADL's, vehicle registration, and vehicle insurance. 1 gave both driver's a copy of the exchange of information sheet with the case number attached. I advised Megan that she would receive a citation in the mail for Failure to Yield to Right of Way (RCW 46.61.190). 1 took photos of the scene and uploaded it to evidence.com. The BMW was able to be driven afterwards but the Silverado was not. Banker's towing was advised and provided a personal tow for Kevin's Silverado. This concludes my involvement in this case.
