1. Ed Wooten, Fire Department, requested that two accesses to the County Shops be
maintained at all times, if at all possible. Contractor will begin construction
of storm manholes at intersection of N.E. 4th and Monroe Ave. N.E. first. Con-
tractor will maintain one-way traffic for King County to and from County Shops
and Courthouse.
2. Puget Sound Power 5 Light has two crossings, one . y conduit. Merlino
inquired about the possibility of having exposed conm. . oridging manhole.
Frank Forrest, (PNWB), said this didn't appear to be a problem, but it was
agreed to decide method during construction. Pacific N.W. Bell has two closures
to be moved on Monroe Ave. N.E. and N.E. 2nd St.
3. -L^ high pressure gas line-on N.E. 4th St. may have to be relocated. Contractor
will notify gas company if conflict occurs.
4. Working hours at intersection of N.E. 4th St. and Monroe Ave. N.E. will oe
8:30 a.m. to 3:30 p.m.
5• Merlino stated he would begin construction no later than October 25, 1982.
6. John Grover, King County Public Works Department, sai, e would check with
Mr. Sal tare]Ii to determine who will remove gates, contractor or county.
7. Group W Cable representative, Gary Hall, said their cable is in with P.S.P 6 L.
Co. conduits and they have no boxes at this time.
S. Contractor will have his landscaping subcontractor check with Jerry Lind before
starting.
9. Pacific N.W. Bell wants an inspector on-site when crossing their conduits. Con-
tan Frank Forrest, 251-9686.

agreement accrues and is paid, you shall collect such interest and forward it
to the Contractor at its address designated below, unless otherwise directed
by the Contractor.
3. You are not authorised to deliver to the Contractor all, or any part of

from the sale of such securities, or the negotiation of the Agency's warrants
or checks) except in accordance with written instrutt"ns from the City of

for the entire amount of your fee as provided for herein above. In the event
that you are made . party to any litigation with respect to the property held
by you hereunder, or in the event that the conditions of this Escrow are not
promptly fulfilled, or that you are required to render any service not provided
for in these instructions, or that the" is any assignment of the interests of
this Escrow or any modification hereof, you shall be entitled to reasonable
compensation for such extraordinary services from the Contractor and reimburse-
ment from the Contractor for all costs and expenses, including attorney fees
occasioned by such default, delay, controversy or litigation.
6. This Agreement shall not be binding until .eecutad by the Contractor and the
Agency and accepted by you.
7. This instrument contains the entire agreement between you, the Contractor
and the Agency with respect to this Escrow and you are not a party to, nor
bound by any instrument or agreement other than this; you shall not be required
to take notice of any default or any other matter, nor be bound by, nor
required to give notice or demand, nor required to take any action whatever
except as herein expressly provided; you shall not be liable for any loss or
damage not caused by your own negliger:ce rr willful misconduct.
8. The foregoing provisions shall be binding upon the assigts, successors,
personal representatives and heirs of the parties hereto.

of norm manholes at intersection of N.E. 4th and Monroe Ave. N.E. first. Con-

and Cuurthnuse.
2. Puget Sound Power G Light has two crossings, one with emp•y conduit. Merlino
Inquired aoout the possibility of having exposed conduit bridging manhole.
Frank Forrest, (PNWB), said this didn't appear to be a probler, but it was
agreed to decide method during construction. Pacific N.W. Bell has two closures
to be moved on Monroe Ave. N.E. and N.E. 2nd St.
3• 4" high pressure gas line on N.E. 4th St. may have to be relocated. Contractor
will notity gas company if conflict occurs.
4. Working hours at intersection of N.E. 4th St. and Monroe Ave. N.E. will be
8:30 a.m. to 3:30 p.m.
5. Merlino stated he woul+ begin construction no later than October 25, 1982.
6. Joh•t Grover, King County Public Works Department, said he would check with
Mr. Saltarelli to determine who will remove gates, contractor or county.
7. Group W Cable representative, Gary Hall, said their cable is in with P.S.P t L.
Co. conduits and they have no boxes at this time.
8. Contractor will have his landscaping subcontractor check with Jerry Lind before
starting.
9. Pacific N.W. Bell wants an inspector on-site when crossing their conduits. Con-
tact Frank Forrest, 251-9686.

To avoid any misunderstanding the supplement page to change order No. 1
is as follows:
Item M2 (Change due to conflict with 16" waterline)
The lump sum price shall be complete compensation for labor, equipment,
materials, including trenching, backfill, tapping, Clocking, shackling,
testing, temporary blowoffs, connection to existinl lines and all inci-
dental costs necessary for complete installation. Pavement restoration
shall be paid by the appropriate bid items.
Item N3 (:.alvage existing 16" D.I. waterline)
The lump sum price shall be complete compensation for all labor equip-
ment and materials, including removing and salvaging the existing 16"
waterline and delivering same to the City shop, backfillinq trench,
compaction, disconnection from existing line, capping existing line and

In accordance with Section 5-1.05 of the special provisions, the laser
method of establishing grade may be used provided grades are checked
at least once every 50 feet and at least 3 times daily by conventional
methods. On October 28, 1982, you requested a waiver of this require-
ment and agree to accept responsibility for the line and grade of the
storm drain pipe.
Please be advised that the City agrees to waive the requirement for
checking grades every 50 feet with the following conditions:
1. The City field inspector may request spot elevation checks where
he feels necessary.
2. Elevations at all manholes will be checked by conventional methods.
3. Any variation from established line and grade as described in
Section 62-3.02 of the standard specifications will not be accepted.

Subsequent to our meeting of October 26, 1982, I reviewed the
work program with McNeill Crd,..struction, Contractor for the new
district court building, and we have decided to install the
new extended curb and driveway asphalt paving under the dis-
trict court. contract. Therefore, we will not require a price
from your contractor for this work.
We would, however, like you to follow-up on the other items
from our previous discussion, namely:
1. Install curved sidewalk to avoid cutting down fir trees
in NE 2nd Street easement per attached drawing.
2. Locate driveway cuts along NE 2nd Street to coincide with
planned district court driveways per attached drawing.
3. Stake location and finish elevation of sidewalks at drive-
way cuts so McNeill Construction can install asphalt paved
driveways prior to completion of street work.
In addition, we would request that vehicular access to the dis-
trict court construction site be maintained open as required by
McNeill Construction while utility and street improvements are
being made to Monroe Avenue and NE 2nd Street.
We are rurrently working toward a Headline of December 31, 1982
to vacate the district court operations from the 5th floor of
the Renton City Hall. To achieve this deadline, delays as might
be caused by disruption of access to the site must be avoided.

As you know, the contract for the subject project has been owardrd
to Gary Merlino Construction Co. A Preconstruction Conference is
scheduledfor October 12, 1982, with construction scheduled to begin
around the 18th of October.
in regard to the agreement between the City and County, in Particu-
lar. item 8-1 of Exhibit No. I, it was agreed that the City would
Pay any additional costs incurred for ov9rsizing of roadway storm
drainage. Since it was not discussed at length as to how the over-
sizing was to be determined, we are suggesting the following as a
method of payment:
1. A 12'' diameter pipe is to be used as a basic size to handle
the roadway drainage plus adjacent site drainage.
2. The City will pay the cost of all mainline storm drains in
excess of the bid price for 12" diameter (S15.00 Per L.F.),
3. Tfie cost For all appurtenances (catch basins, manholes,
bedding, connector pipes, catch basin relocations, etc.)
Will be splir 50/50 between the City and the Cn--nty.
T' _..on, Item B-8 of Exhibit AI should be clarified somewhat to
ee 1n conformance with work Element A-3. It is understood that the City
is to pay all costs associated with the extension of the water main south
and east (approximately 20001) on Monroe Ave. N.E. and N.E. 2nd Street,

The Renton School District will be installing approximately 200'
of improvement on Monroe Ave. N.E., approximately 600' north of
N.E. 4th St. as shown on the attached plans.
The prime contractor will be Ron Scott, the concrete work will be
done by Buzzard Cement Co. and the paving by M.A. Segale.
Work is anticipated to start on Monday, April 19th and Eimer Shaver
will be the Inspector. The contractor will maintain a driveable
surface and two-way traffic at all times.
If you have any questions on the project or you feel an additional
conference would be needed, please advise.

d. Power ducts for future expansion of King County and City of Renton
property to be installed.
e. Signal revisions and channelization revisions to N.E. 4th and

AGREEMENT
THIS AGREEMENT made and entered into this 16th day of
September 1982, by and between King County,
Washington, a political subdivision of the State of Washington,
hereinafter referred to as the "County" and the City of Renton, a
municipal corporation duly auV -rized and existing by virtue of
the laws of the State of Washington, hereinafter referred to as
the "City".
W I T N E S S E T H
WHEREAS, the parties to this agreement each have power to
perform the terms and conditions of this agreement, and
ordinance
WHEREAS, the King County Council has by MmOs♦► No. 6064
passed on _July 29. 1982_ authorized the King County Executive
to enter into an agreement wito the City of Renton for the purpose
of improvement of access roads to the Renton District Court, City
of Renton new public works facility, and the Department of Public
Works' consolidated facility, and
WHEREAS, City of Renton has by appropriate legislative action
authorized this agreement, and
WHEREAS, it is in the interest of the public served by both
jurisdictions that said improvement be constructed,
NOW, THEREFORE, IT IS CONVENANTED AND AGREED AS FOLLOWS:
1. Purpose. The purpose of this contract agreement shall be to
construct access roads to the Renton District Court, the
City of Renton new public works facility, and the Department
of Public Works' consolidated facility.
2. Work. The County and the City agree to perform the above-
referenced project according to the terms and conditions
of Exhibit No. 1.
IN WITNESS WHERL: F, the parties hereto have hereunto set

Recently whm I visited your office. I promised to send you some in-
formation on perforation. I as, attaching a cc py of AASHTO ,pecifice-
tion for your review. Pages 13, 14, and 15 cover perforation and
gives you pertinent data.
Clark County uses our perforated pipe to exfiiterate the water in the
soil rather than using retention system. They require 50% more holes.
We add 50% more holes than what is showing on Page 15; i.e., 18-inch
diameter AASRTO requires six rows, Clark County uses nine rows.
The other possibility is to use the same rows as AASHTO except using
1/2-inch hole. We would like to avoid this because of 1/2-inch holes,
we can only hand drill while AASHTO 3/8-inch holes are machine drilled.
If you have my other requirements, please give me a call. I'll be
happy to discuss our capabilitiev with you. I hope this data will help.

1. 5rnpE
1.1 This specification covers corrugated aluminum alloy pipe for use as culverts
and underdraine.
Note 1 - This specification is a manufacturing and purchase specification only,
and does not include requirements for bedding, backfill, or the relationship
between earth cover load and culvert sheet thickness of the pipe. However, ex-
perience has shown that the su:cessful performance of this product depends in
equal amounts upon the proper selection of the culvert sbeec thickness, type of
bedding and backfill, ontrol manufacture in the plant, and care in the field
construction work. The purchaser of the corrugated aluminum alloy pipe speci-
fied herein is cautioned that he must properly correlate the field requirements
with the culvert sheet thickness of the pipe and provide inspection in the
facricating plant and at the construction site. The purchaser is also cautioned
that he_ must properly correlate the corrosion and abrasion requirements of the
field installation with the culvert sheet thickness and/or appropriate coatings
of the pipe, and provide for adequate protection where indicated.
2. TYPES
2. 1 Pipe covered by this specification shall be of the following types as
specified:
2.1.1 Type I. Culvert pipes, circular section.
2.1.2 Type II. Culvert pipes, other than circular section.

3. ALUMINUM ALLAY SHEETS
3.1 Aluminum alloy sheets shalt conform to AASHTO M 197, Clad Aluminum
alloy sheets for culverts and undardrains.
4. ACCEPTED ERA:YDS OF ALUMLNIN ALLOY
4.1 No aluminum alloy will be accepted under this specification anc nc bids
will be considered for the materials above dsscri"ed until after the sheet
manufacturer's certified analysis and manufacturer's guarantee have been passed
uponvby the engineer and accepted. Misbranding or other misrepresentation., and
nor.-uniformity of procuct, will each be considered a sufficient reason tz dis-
continue the acceptan_e of any brand under this specification and notice sent
to the sheet manufacturer of the discontinuanc. of acceptance of any brand will
be considered to be notice to all culvert companies which handle that particular
brand.
5. SHEET MANUFACTURER"S CERTIFIED ANALYSIS
5.1 The manufacturer of each brad shall file with the Engineer a certificate
setting forth the name or brand of aluminum alloy to be furnished, and a
statement that the material conforms to the specified chemical composition
:imits. The certificates shall be sworn to for the manufacturer by a person
having legal authority to bind the company.
6. SHEE_ MANUFACTURER'S GUARANTEE
6.1 The manufacturer of the sheets shall submit with the certified analysis
• a guarantee providing that all aluminum alloy furnished shall conform to the

• specification requirements, shall bear a suitable identification brand or mark,
and shall be replaced without cost to the purchaser when not in :onformity with
the specified analysis, sheet thickness or cladding thickness; and the guarantee
ohm!'. be so worded as to remain in effect so long as the manufacturer continues
to furnish material.

7. RIVETS
7.1 Rivets shall conform to the chemical composition shown in ASTM B 316 for
alloy 6053 - T4 as given here in Table 1 and shall have the following minumuo
mechanical properties.

8. COUPLING BANDS

FABRICATION
9. TYPE I PIPE
9. 1 Pipe furnished under this type shall be full circle and shall be fabricated
with circumferential corrugations and .-_%etee lap
joint construction or with helical corrugations and a continuous lock seam ex-
tending from end' to and of each length of pipe.

9.1.1 Type 1A Pipe - Culverts furnished under this section shall be full
circle and shall be composed of a smooth liner and helically corrugated shell

10. CORRUGATIONS
10.1 The corrugations shall form smouth continuous curves and tangents.
The radius of curvature of corrugations shall be at least one-half the depth of
corrugations. The corrugations stall be either annular or spiral, or a combi-
nation of annular and spiral. The crest and valley of annular corrugations
. shall form c!.rcumferential rings (complete or partial) about the axis of the
pipe. Spiral corrugations shall form helices about the axis.

• 11. DINERSIONS
11.1 Corrugations for helically corrugated pipe shall oe as specified
in Table 3 and the depth of the corrugations shall not underrun those specified
by more than 5 percent. The seam pitch for the helically corrugated pipe shall
be as specified in Table 3A. Corrugation sizes for Type 1A pipe shall be limited
to 2-2/3in. by 1/2 in. (67.8 by 12,7 mm) and 3 in. by 1 in. (76 by 25 mm).
The widths of longitudinal laps and depths of corrugations on circumferentially
corrugated pipe shall be as specified in Table 3B. Dimensions given for diameter
of pipe are nominal. Selecticn of sheet thickness shall be in accordance with
the curreat design criteria in the AASHTO Standard Specification for Highway
Bridges. For Type 1A pipe, where corrosion or abrasion are anticipated, the
thickness cf shell and liner shall be increased or suitable coatings shall be
• specified.
12. RIVETED SEAMS
12.1 Rivets shall be of the diameters for either the sheet thickness or
pipe diameter or both specified in Table 4.
12.2 All rivets shall be driven cold in such a manner that the plates shall
be drawn tightly together throughout the entire lap. The center of no rivet
shall be closer than twice its diameter from the edge of the metal. All rivets
shall have neat, workmanlike, and full hemispherical heads or heads of a form
acceptable to the Engineer, shall be driven without bending, and shall completely
fill the hole. Table 4, shows the requirements of the longitudinal rivet sizes
and patterns for different corrugations. The distance between center lines of
the two rive- rows shall not be less than 1-1/2 in. (38 mm). For 1 in. (25 mm)
• depth corrugations in lieu of shop riveting, pipe may be field assembled using
a
• 1/2 in. (12.7 me) diameter aluminized or galvanized steel bolts. Spacing =4
location of field bolts will be the same as spacing and location of shop rivets.
Circumferential shop riveted seems shall have a maximum rivet spacing ^f 6 in.
(152 mm) =assured on centers, except that six rivets will be sufficient In 12 in.
(305 mm) pipe.

13. LACK SEAMS
13.1 Pipes fabricated with a continuous helical lock seam parallel to the
corrugation may be used for full circle and equivalent pipe arch sizes.
13.2 Except for Type IA pipe, the lock seam shall be formed in the tangent
• element of the corrugation profile, with its center near the neutral axis of
the corrugation profile. The lock seem for Type 1A pipe shall be in the valley

• of the corrugation profile and shall be formed from both the lin• : and the.
shell in the same mann_r as Type I helical pipe. The lock seam shad meet
the following q-ality requirements.
13.2.1 The edges of the sheets within the cross section of the lock as=
shall lap at least 5/32 in. (4 mm) for the pipe 10 in. (254 ®) or less in dia-
meter and at least 5/16 in. (8 mm) or pipe greater than 10. in. (254 mm) in
diameter, with an occasional tolerance of minus 10 percent of 1. width
allowable.
13.2.2 The lapped surfaces s'�.11 be in tight contact.
13.2.3 The profile of the sheet on at least one aide of the lock seam and
adjacent to the .80 deg fold shall have a minimum retaining offset of 1/2 sheet
thickness as defined in AASRTO T 249.
13.2.4 There shall be no excessive angularity on the interior of the 180
• deg fold of metal at the lock seam which will cause visual cracks in the sheet.
Roller indentation shall not cause cracks in the sheet or a loss of metal contact
within the seas.
13.:.5 The lock seem shall be mechanically staked (Indented) at periodic
intervals, or otherwise specially constructed to prevent slippage. Tensile

15. LOSGIWDIHAL SEAMS

periphery.

11. Type III and Type IIIA Pipe '
• 17.1 Type III pipe and Type IIIA pipe are intended to be used for sub-
surface drainage or f,r underground disposal of water, as described below.
17.2 Type III pipe shall be of the full circle and shall conform to the
requirements for Type I pi;,, and in addition shall contain perforations con-
forming to one of the classes described in Section 17.3.
17.3 Perforations - The perforations shall conform to the requirements
for Class 1, unless otherwise specified in the purchase order. Class 1 perfora-
tions are for pipe intended to be used for subsurface drainage. Class 2 perfora-
tions are for pipe intended to be used for subsurface disposal of water, but pipe
containing Class 2 perforations may also be used for subsurface dra_aage.
17.3.1 Class 1 Perforations - The perforations shall be approximately

• to the axis of the pipe. The perforations shall be located on the inside crests or
along the neutral axis of the corrugations. Pipe connected by couplings or bands
may be unperforated within 4 inches (102 mel) of each e 3 of each length of pipe.
Tha rows of perforations shall be arranged in two equal groups placed symmetri-
cally on either side of a lower unperforated segment corresponding to the flow line
of the pipe. The spacing of the rows shall be uniform. The distance between the
center lines o5 rows shall be not less than 1 inch (25 mm;. The minimum number of
longitudinal rows of perforations, the maximum heights of the center lines of the
uppermost rows above the bottom of the inverts, and the inside chord lengths of
the unperforated segments illustrated in Figure 1 shall be as specified in Table 6.
17.3.2 Class 2 Perforations - The per;(jrations shall be circular holes with
nominal diameters of 5/16 to 3/8 inch (7.9 to 6.5 min), or slots with nominal width
• of 3116 to 5/16'�nch (4.8 to 7.9 mm). The perforations shall be uniformly spaced

(based on nominal diameter and length of pipe).
Note 2 - 30 perforations, 3/8 inch diameter, per square foot (323 parfors-
tions, 9.5 mm diameter, per square meter) satisfies this require-
ment; or 43 perforations, 5/16 inch ..ameter per square foot.
17.4 Type ILIA pipe is intended to be used for subsurface drainage and shall
be fabri ated of an unperforated semicircular bottom section with a cop shield of
corrugated aluminum, both of nominal 0.060 inch (1.5 mm) thickness or greater.
The smooth semicircular ;,Odom section shall be approximately 4-5/6 inch (118 mm)

corrugated top shieid shall be approximately 6-3/8 inch (162 mm) wide including a

18. EN'D FINISH
16.1 The inlet and outlet of all culverts fabricated of sheets laving
thicknesses of 0.075 inch (1.91 mm) and less shall be reinforced in a manrer
approved by the Engineer, when specified.
18.2 If a flanged and finish is used on the ends of individual pipe sections
to facilitate field jointing, the flange shall be uniform in width, be not less
than 1/2 inch (12.7 mm) vide, and shall be square to the longitudinal axis of the
pipe. The difference between the minimum and maximum flange diameter of circular
pipe shall n)t exceed lit inch (12.7 ®).
18.3 The ends of individual pipe sections of Type I and Type II helically
corrugated pipe 12 inches in diameter or larger may be rerolled to fors circum-
ferential corrugations extending at least tVn corrugations from the pipe end
and/or to form an upturned flange meeting the requirements is Section 18.2. The
• lock seem in the rerolled end, either with or without a flanged end, shall not
ontain any visible cracks in the base metal and the tensile strength of the lock
seam shall be not less than 60 percent of that required for the remainder of the
pipe. The diameter of reformed ends shall nit exceed that of c!e pipe barrel by
more than the depth of the corrugation. All t,,pes of pipe ends, whet.ier rerolled
or not, shall be matched in a joint such that the maximum difference in the dia-
meter of abutting pipe ends is 112 inch (12.7 mm).
19. COUPLING BANDS
19.1 Field joints for each type of corrugated aluminum alloy pipe shall
maintain pine alignment during ccnstruction and prevent infiltration of side fill
material during the life of the installation. -cumferential and longitudinal
strength shall be provided in accordance with the structural joint performance
• criteria cf Division 2, Section 23 of the AASHT.O Standard Specifications for
Highway Bridges. Coupling bands shall be made of material conforming to AASHTO
N-197. The bands shall be fabric ad iu a manner that will effect!vely engage

the corrugations of the pipe ends. Coupling bands and their connections shall
be of such dimensions As required to meet the structural joint performance
criteria in t 2 foresaid Section 23.
Coupling bands shell be no: more than 3 nominal sheet thicknesses lighter
than the thickness of the pipe -o be connected and in no case lighter than
0.048 inch (1.22 =) nominal sheet thickness. Bolts and nuts for coupling bands
shall be steel and conform to the requirements of AS1M A307, and AST"% A563 Grade A,
respectively. Steel coupling band connection hardware, such as bolts, nuts,
bars, And rivets, shall be galvanized by the hot dip or mechanical process to
provide a :catiag meeting the requirements in AASHTO M232, or may be coated by the
electroplating process as provided in ASZY A164, Type IS or A165, Type NS.
Coupling bands shall be so constructed as to lap or, an equal portion ut each
of the culvert sections to be connected. The ends of the bands shall lap of be
• fabricated to form a tightly closed joint upon installation. :he bands shall be
connected in a manner approved by the Engineer with suitaole aluminum or galvanized
steel fastening devices such as angles, or integrally or separately formed an..
attached flanges bolted with galvanized steel bolts, bars and straps, a wedge lock
and scraps, or lugs. Unless otherwise approved or required by the Engineer,
>oupling bands for Type i and 'Type II pipe shall be connected by 3/8 inch (9.5 mm)
diameter bolts for diaa.ecers through 18 inch(457 mm), inclusive, and by 1/2 inch
(12.7 mm) diameter bolts for all ocher pipe di,_-.ecers; for Type III pips by 3/8
inch (9.5 mm) diameter bolts; add for Type IIIA pipe by 5/16th inch (8 mm) diameter
bolts.
15.2 Type I and Type II pipe shall be field Jointed with locking Lands. The
corrugated bands shall be not less than 7 inches (178 mm) wide for'diameters 4 to
36 :aches (10- mm to 914 am), inclusive, and not less than 10-1i2 inches (267 mm)

wide for all other pipe diameters. Bands for •e on pipe fabricated with 1 inch
(25.4 mm) deep end corrugations shall have a minimum width of 12 inches (305 mm).
If flanges are provided on the pipe ends, the coupling m., _lso be made by interlockir
the f'.anges with a preformed channel bard or other band incorporating a locking thane
not less than 3/4 inch (19 mm) in width. The depth of the channel -hall be not less
than 1/2 inch (12.7 mm). The channel band shall have a minimum nominal sheet
thickness of (,.075 inch (1.91 mm).
19.3 Type I and II pipe less than :: inches in diameter furnished with
heli:al -orruga. :ons may be field jointed with locking bands as described above,
with hell ally corrugated ' ands or with bands with projections (dimples). Helically
corrugated bands shall not be less than 7 inches (178 mm) wide. Bands with
projections shall be at least 12 inches (305 a) wide and shall have two cirrum-
ferential rows of projections with one projection for each torte, eon of the
• helical pipe.
19.4 Type III and Type IIIA pipe may be field jointed with locking bands
as described above except that helically corrugated bands shall be not less than
12 inches (305 rm) wide for use on pipe 12 inches in diameter or larger. Type
III pipe or Type III.1 pipe may also be field jointed with a smooth sleeve type
coupler. The sleeve tfpe coupling may be either plastic or aluminum, suitable
far holding the pipe firmly in alignment without the use of sealing tt ,pcunda or
gaskets.
19.5 Other equally affective types of coupling bands and/or fastening
devices other tnan those described herein and which comply with the structural
joint performance cric:ria of Division 2, Section 23, of the AASHTO Standard
Specifications for Highway Bridge., may be used upon the approval of the Engineer.

22. INSPECTION
22.1 The pipe fabricator shalt furnish a Certificate of Compliance for each
snipmenc for each project shosfi.g the quantities of fabricated materials. The

Certificate for Compliance shall state that representative samples of the listed
materials have been tested and that the test results conform to the requirements

• outlined herein. Test results shall be maintained and be made available ca
provided in Section 9.1 of dASKO M-197.
22.2 The Eagineer or his representative shall have free accesr to the
fabricating plant `�r inspection and every facility shall be extended to him
for this purpose. This inspection shall include an examination of the pipe for
the Stems In Section 21 including the corrugation depth, and minimum width of
lap.
22.3 On a random basis, samples may bd taken for chemical analysis and
physical properties for check purposes. Those samples will be secured from
fabricated pipe or from sheets or toils of the same na:eria. "ad in the

Thank you for the July 14, 1982 correspondence regardin- the
subject road improvements. We have reviewed the preliminary
worKing documents you submitted per our ageeement. We note your
standards are similar to King County Public Works.
We have some basic concerns and they are as follows:
1. Removal of site entry gate across NE Second Street. We
recommend security be maintained until the District Court is
occupied.
2. Installation of the 36" storm main along Mj,1roe Avenue NE and
NE Secon-1 Street. We request that traffic and access to the
King County Publi^_ Works Facility and the District Court not
he impeded.
3. Entrance gate crossing Monroe Avenue NE will be removed and a
new configuration will be installed t- rform with the new
road imprcvements.
4. We noticed the increased size of the storm main fr Se to
49" perforated including the 0.10% slope. often cut..ng for
pipe placement at the .depth of 16 ft. may be difficult to
achieve. The exi..ting material is not the most desirable for
trenching. Do you plan to extend the 49" main in the near
future?

The conduits referenced above must be the last to be installed in the

Prospectus relative to the improvement �f N.E. 2nd St. - Extension
with the use of 1/2c Gas Tax Funds.
We have reviewed the project in the field and checked it for comform-
ance with the intent of RCW 46.68.110(2) and 46.68.115 which author-
izes these funds to be used for construction, improvement, or repair
of City streets. We have also ascertained that the proposed project
Is included in your current Six-Year Comprehensive Street Program.
It is requested that the final construction costs of each project
completed within the current year be reported to the District State
Aid Engineer at the close of each calendar year.
In addition, it is requested that the approved copy of the Prospectus
