Welcome & Overview
• We started the meeting around 6:10 after allowing a little extra time for people to
show up and for them to look at the display boards. There were 3 attendees.
• Derek Sciba (vision house Director) gave a brief background on the Vision House
organization and their purpose for wanting to do this expansion.
• Stacy Cleveland gave some additional information on how the housing works, who
lives on the site and what services are provided.
• There was a clarifying question about who would live in these units and if it was just
women and children or could it be entire families.
o They indicated that entire families lived in these units, that they had a long
waitlist and are trying to provide more housing. They said they also provide
support services like job coaching, daycare, counseling etc which might be
utilized by residents and non-residents that were being supported by Vision
House. They indicated that there is a screening process, no drugs or alcohol
allowed on-site, residents typically live in the units for a year and then
transition to other more permanent housing.
Project Overview
• Steve Jewett (project Manager) gave a bit of history for the project development and
explained that this was Phase IV of a decades long project. He described the
building and the mixed use elements.
• Mark Taylor (architect) explained the daycare and program space on the ground
fioor, parking below, and 28 residential units on upper fioors.
o Someone asked if there was enough parking for all the residents. VH staff
indicated that only about 50% have cars, but we hope to have plenty of
parking. Mark indicated that we only have to have 7 parking stalls for
residents because this is affordable housing, however, the garage parking
has over 30 parking spaces. Amy Donlan (Planner) pointed out that there are
over 30 surface parking spaces on the west and east sides of the building as
well. We exceed the parking requirements for the proposed uses.
o One neighbor asked about tree retention. Amy (planner) indicated that the
majority of the trees were being removed because they were located in the
central portion of the site where the building was being constructed. The
trees in the playground area and on the original lot to the west were not being
impacted so there should still be a fairly decent natural screening between
the project and the homes to the north. Also additional landscaping and tree
planting will be added around the project site as required by code.
o There was a question about funding and timing. VH staff explained that most
of the money raised for this project was through fundraisers or large support
donors. Steve indicated we hope to get permits in the spring to start sitework
next summer potentially. Vertical construction likely not until 2027.
Summary: The 3 attendees seemed satisfled with the project as proposed. There concerns
were mostly about added traffic and protecting the trees where possible. They wish more
people from the neighborhood had attended, but we let them know that there would be
additional public meetings for the Site Plan Review Hearing and they could make written
comments.
