Gentlemen: A representative of this laboratory was present on May 20, 1981 at the above location to witness air pressure tests on tour "T & L" sewer "T"s. The "T"s are made of PVC type, white plastic and are designed to form an airtight seal by means of a rubber friction gasket between the "T" and the hole in the concrete into which they are pressed. This connecting seal , or "boot", was the part being observed for the purpose of this report. Two 4 inch "T & L" sewer "T"s were installed in the usual manner into a rtandard 8 inch concrete 3h' length of pipe. Air pressure was maintained at the following levels and times. Pressure Time Results 1 5 psi 30 sec. No observable leak 1 osl 30 sec. No observable leak 10 psi 30 sec. No observable leak 14 psi 30 sec. FROM: Gary Norris SUBJECT: North 1st Street Pr0ect The proposed sidewalk relocation to back of curb on the above references project will necessitate the relocation Gf the street light foundations so as not to be in the middle of the sidewalk. The relocation of the street light foundations and poles must be given special c^nsideration due to potential reduction in overhead clearance between the street light pole and overhead power distribution conductors. There are several options to be considered for the street light foundations as located from center line. On existing plans they are located 22 feet from center line. I The following is a list of options for locations of the street light foundation from center line and the resu'ting impact. Option I. Street Light Foundation Relocated 24 Feet From Center Line 1 The present 30 feet mounting height of the street light pole will i not have enough vertical clearance from the power company's overhead electrical distribution system. Solution M1. - Redesign the lighting system to a 25 foot mounting i height. Cost to City: a. Fr7ineering Cost @ S25/hr for -, hours (design 6 drafting) $ 600.00 b. Ond additional street light pole 1,300.00 T,6b Contingencies 190.0C TOTAL T2,1Srq—fff Solution N2. - Have Puget Sound Power 8 Light Company raise ' ,eir overhead electrical conductor distribution system. - They would request the City to pick up the cost of redesign. 0 6 1. d 1- + t, y l V I • North 1st St ,et Project Page Two , option 11. Street Light Foundation Relocated 23 Ft.t From Center Line Enough vertical clearance could be uaintained at this position from the power line and no redesign would be necessary on the part of the City or Puget Sound Power 6 Light Compnay! The problem would be that the light pole would be mounted in the back part or the sidewalk instead of behind the sidewalk, which has been our standard policy. See attached sk^_tch. T Option 111. The third option is to leave the light standards at 22 feet frnm center line as now shown and jogg the sidewalk around the pole and foundation. We have done this on other projects. No change in mounting height or, redesign of the overhead electrical distribution would be necessary with this option. Please le' us know your dispostion of this question.
