VISION HOUSE PHASE IV
TRAFFIC IMPACT ANALYSIS
1. INTRODUCTION
This report describes the transportation impacts of Vision House Phase IV, a mixed-
use development in Renton. The analysis described herein describes existing
multimodal traffic conditions, project-generated travel demand, and future conditions
before and after project construction.
2. PROJECT DESCRIPTION
Vision House Children’s Village is a transitional housing and daycare facility for
women and families with children, located at 450 Bremerton Avenue NE in Renton.
The Vision House Phase IV project, herein referenced as the project, will construct a
new three-story building on King County tax parcel 102305-9086, a 1.23-acre parcel
to the east of the existing Vision House facility. The site currently provides green
space for the existing Vision House facility. A vicinity map is provided in Figure 1.
The existing Vision House provides daycare services for up to 50 children, of which
five currently reside on-site.
The project will consist of a 17,971 square foot (sf) first-floor office, daycare, and
program space with affordable housing on the second and third floors. Proposed
land use quantities are summarized below:
• 28 multifamily affordable housing units,
• First-floor daycare center with capacity for up to 100 students,
• Approximately 9,622 square feet (sf) of first-floor office and Vision House
programming space
On-site parking will include a 39-space below-grade parking garage in addition to 30
spaces of surface parking, for a total of 69 parking spaces.
Site access will be provided via internal connection to the existing Vision House site,
which provides two driveway accesses on Bremerton Avenue NE. The project
proposes no changes to existing public street accesses. A conceptual site plan is
provided in Figure 2. Project buildout is anticipated to occur by 2026.

3. EXISTING CONDITIONS
3.1 Existing Street System

3.2 Roadway Improvements
A review of the City of Renton 2025-2030 Six-Year Transportation Improvement
Program identified one planned improvement project in the study area. The NE 4th
Street Corridor Improvements project (TIP #24-38) includes:
A series of improvements to traffic operations such as rechannelization and traffic
signal modifications, possible transit priority signal treatments and queue jumps.
This project also may include a new signal at NE 4th Street and Bremerton Avenue
NE, if warranted by development.
The relationship between the project and the NE 4th Street Corridor Improvements
project is discussed later in this report.

3.3 Existing Traffic Volumes
Turning movement count data was collected from 6-9 AM and from 3-6 PM on
Tuesday, October 7, 2025 at the following intersections:
1. Bremerton Avenue & 6th Street
2. Bremerton Avenue & 4th Street
3. Bremerton Avenue & north site access
4. Bremerton Avenue & south site access
Traffic volumes were reviewed to identify the peak hour, defined as the four
consecutive 15-minute intervals with the highest entering volume during each data
collection period. The resulting peak hour turning movement volumes are
summarized in Figures 3 and 4. Traffic count sheets are included in the appendix for
reference.
3.4 Nonmotorized Conditions
All public streets in the project vicinity, including Bremerton Avenue, 4th Street, 6th
Street, and Duvall Avenue, provide sidewalks on both sides. Striped bike lanes are
currently available on both sides of Duvall Avenue and on the south side of 4th Street
in the project vicinity.
Pedestrian and bicycle activity was observed at the study intersections during peak
hour traffic data collection. Existing pedestrian and bicycle volumes are summarized
in the traffic count sheets provided in the appendix.
3.5 Transit Service
King County Metro Route 111 includes stops in both directions of 4th Street at Duvall
Avenue, approximately 800 feet southeast of the project. Route 111 provides
weekday commuter service between the Lake Kathleen neighborhood and
downtown Seattle.

3.7 Existing Intersection Operations
Level of Service (LOS) is a measure of congestion for transportation facilities which
uses a range1 from LOS A to LOS F, where LOS A indicates free-flow conditions with
low delay and LOS F indicates congested conditions with high delay. For minor-
approach stop-controlled intersections, LOS is determined by the highest-delay
approach. For all other intersections, LOS is defined by the overall intersection delay.
Existing intersection delays and LOS were analyzed in Synchro 12 software using the
Highway Capacity Manual 7th Edition minor-approach stop-controlled intersection
methodology. Results of the intersection LOS analysis are summarized in Table 2.

Level of Service Standard: The City of Renton has adopted a minimum LOS D
standard for arterial and collector streets in the project vicinity.
Bremerton Avenue/4th Street: The intersection operates at LOS F in the PM peak
hour, with average delay of 50.1 seconds per vehicle on the northbound approach.
The southbound approach operates at LOS B with 14.1 seconds of delay per vehicle.
The City of Renton 2025-2030 TIP identifies planned improvements along the 4th
Street corridor, which may include control or access revisions at this intersection.

During the October 2025 4-6 PM data collection period, westbound rolling queues
on 4th Street were observed to propagate from the 4th Street/Whitman Court/Safeway
signalized intersection to the west and extend through the Bremerton Avenue
intersection, interrupting ingress and egress to the local street for a portion of the
peak hour.
All other study intersections operate at LOS A in both peak hours.
3.8 Crash History Analysis
Crash records were obtained from WSDOT for the study area during the five-year
period from 2020 through 2024. Crash frequency by year is summarized in Table 3.
No crashes were reported in the vicinity of the Bremerton Avenue site accesses.

Bremerton Avenue/4th Street experienced a total of nine crashes during the five-year
study period, for an average frequency of 1.8 crashes per year. Three of the nine
reported crashes involved at least one injury, including one serious injury crash which
is described in greater detail below, and seven of the nine crashes involved left-turn
movements on the major or minor approach.
The serious injury crash occurred on February 28, 2022 at approximately 4:00 PM
when a westbound left-turning vehicle was struck by an eastbound vehicle. The crash
occurred in rainy weather.
Bremerton Avenue/6th Street experienced one crash during the study period. The
crash involved a vehicle striking a tree during nighttime hours under wet road
conditions and resulted in a possible injury.
No fatal crashes and no pedestrian- or bicycle-involved crashes were reported in the
study period.

4. FUTURE CONDITIONS
4.1 Project Trip Generation
Trip generation is defined as the number of vehicles or persons that enter or exit a
site during a study period. Project-generated trips were forecast using data published
in the Institute of Transportation Engineers (ITE) Trip Generation Manual 12th Edition
using the following ITE land uses:
• Affordable Housing (Land Use Code 223): The project will provide 28
multifamily dwelling units providing transitional housing for families with
children. The residential use is generally consistent with LUC 223, which
includes income-restricted housing.
• Daycare Center (LUC 565): The project includes a daycare center with
capacity for up to 100 students. At the existing Vision House daycare center to
the west of the project site, approximately 10 percent of daycare students live
on-site. The proposed daycare center is anticipated to operate with a similar
proportion of on-site residents.
• Small Office Building (LUC 712): Approximately 9,622 sf of first-floor space
will provide programming and administrative offices to support the on-site
transitional housing uses. These uses are generally consistent with LUC 712,
which includes office uses of up to 10,000 sf.
Internal capture occurs when a traveler visits multiple destinations within a site during
a single trip. These trips remain within a development and do not add demand to the
external street network. Consistent with the existing Vision House, internal trip
reductions were calculated by assuming that 10 percent of daycare students will live
on-site, sharing trips with the residential use.
Pass-by trips are defined as trips which make an intermediate stop at a site along their
existing route between a primary origin and destination. Pass-by trips impact site
driveways but do not represent new trips on the surrounding street network. Daycare
pass-by trips were calculated using a 44 percent pass-by rate, consistent with data
published for similar uses in the Trip Generation Manual 2025 pass-by trip tables.
Project trip generation is summarized in Table 4. Detailed trip generation
calculations are provided in the Appendix.
The project is anticipated to generate 535 primary average weekday daily trips with
59 primary AM peak hour trips (35 inbound / 24 outbound) and 65 primary PM peak
hour trips (28 inbound / 37 outbound).

4.2 Trip Distribution and Assignment
Project trip generation and traffic assignment forecasts were developed based on
existing traffic volumes and development patterns in the project vicinity as well as the
nature of the proposed uses. Project trip distribution and assignment forecasts are
shown in Figures 5 and 6.
4.3 Future Traffic Volumes
Future traffic volumes were forecast for a three-year (2028) analysis horizon. Non-
project growth was calculated using a 1.2 percent annual growth rate, which is
consistent with the 2024-2044 population growth forecast identified in the draft
Transportation Element of the City of Renton Comprehensive Plan.

Project traffic volumes are shown in Figures 9 and 10.

4.4 Future Intersection Operations
Future (2028) intersection operations were analyzed before and after the addition of
project-generated trips in the AM and PM peak hours. Intersection operations
forecast results are summarized in Table 5.

Bremerton Avenue/4th Street will continue to operate at LOS F in the PM peak hour
due to northbound delay. No project-generated trips are anticipated to utilize the
northbound intersection approach. The southbound approach will operate at LOS C
in the 2028 With Project condition, satisfying the City of Renton minimum LOS D
standard. The 95th percentile queue on the southbound approach will extend one
car-length in both AM and PM peak hours.
In the absence of capacity improvements at the signalized intersection of 4th
Street/Whitman Court NE/Safeway to the west of Bremerton Avenue, vehicle queues
are likely to continue to extend through the 4th Street/Bremerton Avenue intersection
and constrain ingress/egress for a portion of the PM peak hour. A total of 13 project-
generated outbound trips are anticipated to travel westbound on 4th Street during
the PM peak hour; this represents a 1.2 percent increase in westbound traffic volume.

The NE 4th Street Corridor Improvements project identified in the Renton TIP will
provide access and/or capacity revisions in the project vicinity, including possible left-
turn restrictions and/or signalization of the 4th Street/Bremerton Avenue intersection.
The project’s transportation impact fees may be applied toward this project.
Near-term intersection improvements may include left-turn restrictions from the
minor (Bremerton Avenue) approaches. This measure would likely reduce the
frequency of left-turn crashes, which currently represent over 75 percent of crashes at
the intersection. Left-turn restrictions would also reduce northbound and southbound
approach delay, improving operations for right-turns onto NE 4th Street. Long-term
intersection improvements will be determined as part of the planned 4th Street
Corridor Improvement project.
All other intersections will operate well at LOS A in both peak hours.
4.5 On-Site Circulation and Parking
The project will provide a circulating roadway with parking and sidewalk on all sides
of the building. The primary building entrance will be on the west side and will
support daycare drop-off/pick-up operations. Renton Municipal Code (RMC) 4-4-080
requires a minimum of 2 drop-off/pick-up parking spaces within 100 feet of the main
building entrance for every 25 daycare students, resulting in a minimum requirement
of 8 pick-up/drop-off spaces for the proposed 100-student daycare. The preliminary
site plan includes a total of 13 on-site parking spaces within 100 feet of the main
building entrance. The minimum daycare drop-off/pick-up requirement is satisfied.
Minimum off-street parking requirements are defined in Renton Municipal Code
(RMC) 4-4-080 and are summarized in Table 6.

6. CONCLUSIONS
The Vision House Phase IV project will construct a new 17,971-sf three-story building
to the east of the existing Vision House Children’s Village site. It will include:
• 28 multifamily affordable housing units,
• First-floor daycare center with capacity for up to 100 students,
• Approximately 9,622 square feet (sf) of first-floor office and program space,
• 69 on-site parking spaces, including below-grade and surface parking.
Site access will be provided via two existing driveways on Bremerton Avenue NE via
the existing Vision House site.
The project is anticipated to generate 535 new weekday daily trips, including 59 AM
peak hour trips (split 35 in; 24 out), and 65 PM peak hour trips (split 28 in; 37 out).
A review of recent crash history data indicates an average of 1.8 crashes per year at
the intersection of Bremerton Avenue/4th Street, including one serious injury crash.
Approximately 78 percent of crashes involved left-turn movements.
The intersection of Bremerton Avenue/4th Street currently operates with LOS F on the
northbound approach and LOS B on the southbound approach in the PM peak hour.
Project-generated trips will increase northbound approach delay by 5 seconds per
vehicle and will increase southbound approach delay by 2.4 seconds per vehicle. The
southbound approach will continue to satisfy the minimum LOS D standard. All other
study intersections, including site accesses, will operate well at LOS A.
The project will provide 69 off-street parking spaces, including 13 within 100 feet of
the main building entrance. The proposed parking supply satisfies City of Renton
minimum parking requirements.
The City of Renton 2025-2030 Six-Year TIP identifies the NE 4th Street Corridor
Improvements project. The project will provide access and capacity revisions along
4th Street in the project vicinity, which may include signalization of the Bremerton
Avenue/4th Street intersection. The project’s transportation impact fees may be
applied toward this project.
Near-term improvements to Bremerton Avenue/4th Street may include restricting left-
turn movements from Bremerton Avenue onto 4th Street. This would eliminate a
portion of the left-turn movements which constitute 78 percent of crashes at the
intersection and would improve right-turn operations from both approaches. Long-
term mitigation strategies will be determined as part of the 4th Street Corridor Project.
