In accordance with the Cedar-Sammamish Basin Instream Resources Protection Program, the use of the new well can not reduce the surf ce flows to the Cedar River by more than 5% of the low flow level established by the Department of Ecology. Before Well 9 can be certified and a water right obtained, the City must demonstrate that the well does not affect the stream flows by more than 51, In Accordaice with Section 173-508-060(2) of the Washington Administrative Code which Slates' InstreAm floes established in this section shall be measured At the existing J.S. Washington we are requesting on behalf of the City of Renton that the City have access to the flow recordings taken at the gauging station during the pump to;t of Well No. 9, This data will be used in conjunction with other data taken during the pump test to determ* ne if there is significant hydraulic continuity between the well and the River. This will obviously affect the amount of the water right granted to the City. We anticipate that A 40 hour pump test will be conducted during the week of August 22, although difficulties in drilling the well may delay the test. This would permit us to make immedi-.ce observations of the effects of our operations on the River and adjust our pumping rate, if necessary, based on the extent of the hydraulic continuity between the well and the River. It would also permit us to coordinate the start of our test with a period of extended constant flow rate in the River. If our test is started close to a hange in River flow rate due to the Yeattle operation at Landsburg, it may lie very difficult to make meaningful conclusions about hydraulic continuity. Redmond, Washington 98052 Attn: Mr. Davqq Garland, Resourcr Manage- 5ub,lec' : City of Renton Well No. 9 Dear Dave: This letter provides information regarding the status of the well drilling in Cedar River Park for the City of Renton Well No. 9, Drilling for the 8-i,xh diameter observation well was started on July 25, 1983, and completed on August 11 1983. Water was encountered between 33 feet and 65 feet only although d ri 111ng was continued to a depth of 400 feet, We had hoped to find an aguiter below the known water bearing strata, however, all of the material below 65 feet is very fine clay and silt. The well was perforated with a mills knife in the strata and was backf111eJ with beitonite clay t , the perforations. Drilling for the 24-inch diameter production well, which is located 92 feet from the observation well was started on August 12, 1983. On August 15, the welt casing had been advanced to 85 feet and no water was presc it. Drilling was suspended while the situation was reviewed with our hydrogeologic suhconsultant, Mart-Crowser and Associates, and the City Engineering staff, It was rnnrloded thAt the Droduction well was located on the dry side of an underground 'cliff" and further drilling would not be productive. It was decided to relocate the production well between the two observation wells already in the Park that are known to penetretr the aouifer. The production well wa,, therefore, relocated. 'he new productior well location is shown on the attached map. Drilling in the new location was started on August 19, 1983, and we anticipate completion by August 26. We are planning to test pump the week of August 29, although erilline difficulty ma) delay the test. We will notify you by telephone when the exact dates art known.
