Dear Mr. Houghton:
It has come to our attention that open cuts have been made on the above
streets for installing a water service and water main. The main re-
placement on South 178th Street was done without obtaining a construc-
tion permit. This is a violation of the franchise issued to the City
by King County. The department insists on conformance with the re-
quirement of the .franchise for the City to obtain a construction permit.
The work has not been done in accordance with our policy, as stated in
our letter of November 19, 1981 , to all franchise holders. Our policy
is to review all permits for an open cut, and to qualify it on an in-
dividual basis.
Your cooperation and assistance is requested to preclude the necessity
of further action.
