Please find attached CH2M-Hill's review of the WSDOT pro-
posal on well field protection in the Cedar River valley.
This letter reviews the need for sealed ditch bottoms on
the DOT's right-of-way for spill control.
we also concur in your proposal fox control gates at er.ch
discharge Swint to the Cedar River, and installation of hold-
ing/detention ponds or tanks.

There appears to be no direct effect of this project on the Water Utility.
there is a 12" water line in a portion of the area, but it is locate.: on
a railroad easement.
Indirectly, consideration of any bridge structure should include provi-
sion for the installation of a watermain across or through siad struc-
ture. This could be very important if at some timt in the future, the
water system should expand in that direction or a supply source is developed
in that area.

Environmental Impact Statement
Dear Mr. Houghton :
The Washington State Department of Transportation is initiating
the preparation of an Environmental Impact Statement (EIS) on a
proposal to improve the Maple Valley Highway (State Route 169 )
between the Maplewood Golf Course and 149th Avenue S . E. The
Department has formed an interdisciplinary team to conduct design
and environmental studies that will be used tc evaluate social ,
economic and environmental impacts of alternatives to be studied
in the EIS.
The team is currently generating alternatives that will be studied
in the EIS, identifying significant issues and areas of concern
that will be addressed in the EIS, and determining the environ,,nental
consultation. documentation and permit requirements of the project.
Alternatives being considered by the team as initially proposed in
the Advanced Planning Study completed in April 1968 , include :
1 ) Widen the roadway on existing alignment to four lanes
with channelized intersections ;
2) Widen the roadway to four lanes with channelized inter-
sections on existing alignment easterly to the railroad
undercrossing, then on new alignment north of the railroad
across the Cedar River overcrossing the railroad and
meeting existing alignment east of 140th Place S. E;
3) Provide two new west bound lanes from vicinity of 140th
Place S . E. overcrossing the railroad and paralleling the
railroad on the north across the Cedar River to meet the
existing alignment where the existing alignment would be
widened to four lanes with channelized intersections .
Eastbound two lanes would remain on existing alignment .

A fourth alternative taking advantage of the possible abandonment
of the Burlington Northern Railroad right of way may also be
considered .
The project schedule calls for identification and ev•- I 'ation of
alternatives to take place during 1982 , with a Des .gn and EIS
hearing to be held early in 1983. Any needed right of way would
be acquired during late 1983 and 1984 . Timing of Construction has
not been scheduled , and wil' depend upon availability of funds .
To aid us in developing the project and determining the scope of
the EIS, we would appreciate receiving your comments regarding
tnese preliminary alternatives as well as areas of concern to your
group or agency. If you have any questions related to Lhe project
or would like to meet with the interdisciplinary team, please
contact Mr. Ken Zentner, tel^phone 775-7444 .
An informal meeting can be scheduled at your convenience, however,
we would appreciate receiving comments by February 10 , 1982 so that
the scope of the project can be defined and a Draft EIS prepared
by February 1983.
