As you can see, the parcel is very close to the top of a hill which breaks both east and west. if the sever were stubbed to the east property line, it would have to be very deep to serve adjacent parcels. You had also requested a sanitary stub to the south property line which may be u.,necessary due to a U.L.I.D, which is currently in the process of being formed by the citizens in the area and Cascade Sever District. The district refers to this project as U.L.I.D. No. 62. I have contacted Kathy Maxwell of Williams d Roth (districts engineer) on several occasions with regard to the formation of the U.L.I.D. I am sure she will know the status of this project and should have a preliminary design available for your review. Comments were made on the checkprints with regard to the drawing scale on the off site and on site plans. I had previously discussed this situation with Don Monaghan and he advised me that it was acceptable to have the site plan drawn to a 70 scale and the off site plan drawn to a 40 scale. Once the project is about to be approved, please advise me and I will supply the necessary legal descriptions. The fire flow analysis was simulated according to the Insurance Services Office's criteria with the water system e>,periencing a maximum day water demand which is used by the local rating company, the Washington Survey and Rating Bureau. However, the criteria that the single largest source of supply was out of service i.e. due to failures, maintenance, contamination, etc, was not used. The largest source of supply to the Talbot Hill area is the City's Talbot Hill Booster Pump Station. To treat this system as being out of service would be unreasonable and would grossly reduce the City's ability to supply fire-flow capability. In addition, it was assumed that the Rolling Hills Reservoir was in operati m with a drawdown of approximately five feet. Results of the analysis indicate that fire flows at hydrants Al and M2 are approximately 3,133 gpm at a 20 psi residual pressure. However, the velocity in the watermain on the west side of the proposed development is in excess of 8 fps. Although the flowrate is physically available, there are potentially dangerous and severe consequences associated with allowing that flowrate to occur.
