requested permission to install a 12-inch diameter watermain
across the City of Seattle's Cedar River Pipeline right of way in
the vicinity of Hardie Avenue S.W. (91st Ave. S.)
We have enclosed for your review three copies of a permit with attached
exhibits. Please return one copy signed in acceptance on behalf of
the City of Renton. Upon your acceptance, the contractor may
proceed with the project. Please advise the contractor of his
responsibility for items 2 and 11 in the permit.

of a new 12" ductile iron watermain in Hardie Avenue S.W., we have enclosed a
revised drawing showing a detail of the Seattle transmission main locations
confirmed by exposure on October 27, 1982 by Seattle Water Department.
We also request a permit for crossing your right-of-way, and enclose a check
for $200 for its processing.
We would like to receive permission to construct the new 12" watermain as soon

Re: 12-Inch Watermain Extension Hardie Avenue Southwest
Review of the plans you approved on August 17, 1982 for this
project indicates that Renton will need to obtain a utility
Permit from us to construct this watermain across our fee
owned Cedar River pipeline right of way before construction
of this facility.
To make application for this Permit will require the addition
of a profile drawing to the plan and the addition of our
three pipelines to the plan view. The profile shall show the
existing street elevation, the elevation of the proposed
watermain and the elevation of our three Cedar River pipelines.
The engineer for this job should contact our Transmission
Supervisor, Reed Simms, at 255-2242 to arrange for our crews
to excavate the three pipelines so that the engineer can
determine these elevations.
The revised plan and profile drawings and a check for $200
for Permit processing shall be submitted to us with your re-
quest for a Permit.
Upon our review and approval of the plans, we will prepare
and forward a Permit for your acceptance. Following Renton's
acceptance of the Permit, the contractor can proceed with
construction of the facility across our right of way in the
presence of our inspector.

SUBJECT: Fire Flow Capability for the
Renton Retirement Center
Dear Mr. Brown:
Analyses of the City of Renton's water system have been performed for the
purpose of determining the available water supply for fighting a fire at
the proposed retirement center. In accordance with Insurance Services
Office criteria, the analyses were simulated based on the water system
experiencing a maximum day water demand with supply being provided from
the Seattle Water Department's Cedar River pipeline at 84th Avenue South
and South 134th Street.
Under existing system conditions, results of the first analysis indicate
that the fire flow capability at the proposed development is approximately
2,130 gpm at a residual pressure of 60 psi. It was determined that a
substantial increase in the fire flow capability could be obtained by
parallelling the existing 6-inch watermiin along Hardie Avenue SW from SW
Langston Road to SW Second Street with a 12-inch waterline. Results of
this analysis indicate that a fire flow capability of 2,740 gpm at a
residual pressure of 60 psi would be available at the proposed development.
It is important to note that the stated fire flow capacities are at a
pressure residual of 60 psi in the wrtermain at the proposed development.
At a 20 psi pressure residual, it is physically possible to obtain a fire
flc* capacity in excess of 3,000 9pm with the proposed water system
improv".ent. However, at this pressure, water customers on Seneca Avenue
NW and RW Fourth Place would experience low water pressure (less than 20
psi) and could possibly be without service. Additionally, if a hydrograph
is used to determine the water system's capability, the fire flow capacity
at the development with the proposed improvement would be in excess of
3,000 gpm.

PERMISSION IS HEREBY GIVEN to the following named petitioner:
CiTY OF RENTON. Municipal Building. 200 Pill Ave. S.. Renton, NA 98055

located eleven feet westerly of and parallel with the centerline of Hardie
Avenue S.N., (91st Ave. S.) in Section 18-23-5 in King County, Washington,
(Kroll Page 322) and as depicted an Sheet 1/1, W-6% "12" Watermain Extension,
Hardie Avenue S.W., S.W. Langston Road to S.W. 2nd St." by City of Renton.

Seattle's pipelines.
SUBJECT to City of Seattle ordinances and regulations and to the following terms and
stipulations:
1. The City of Seattle to be saved harmless from any and all damages which may
accrue to any persons or property by reason of this installation or use, or the mainte-
nance or operation thereof. Work to be prosecuted with diligence, and with due respect
to all property, contracts, persons, rights and the interests and convenience of the
public. Permittee agrees to restore the premises to the condition found, or better.
If costs to the City of Seattle in conjunction with this permit exceed the permit fee,
Permittee agrees, upon being billed, to pay such costs.
2. The Seattle Water Dept, shall be notified (625-4184)two days before work is begun.
3. Permittee's use of the right of way shall in no way interfere with the present or
future use of said right of way by the City for any purpose.
4. If at any time the City shall install, repair or replace a pipeline or pipelines
at said �yatertiL_ crossing, Permittee upon written notice from the City shall tempo-
rarily reoiove&-sa ii�� j,p��]]aLigIl___� at its own expense during said installation, repair
or replacement and replace same at its own expense under the supervision of the City.
S. Pernnittee agrees upon being billed therefor to pay for any increase in the City's
cost of installing, replacing or repairing the City'r�itallaition or other City improve-
ments resulting from the existence of Permittee's
6. Permittee agrees to pay to the City the cost of repair of any of the City's faC i-
lities damaged by the installation, operation or maintenance of Permittee's

T. Permittee agrees that the City shall not be liable for any damage to said
installation by reason of any construction, alteration or improvement

City's gross or willful negligence.
8. The City reserves the right to institute an annual fee for this permit.
9. This permit is revocable upon thirty days notice by the Superintendent of Water.
10. This permit is not transferrable.
11. One copy of this permit must be on-site during installation by Permittee or
Permittee's agent.
12. This permit is invalid unless approved by the City of Seattle and executed in
acceptance by Permittee.
