Subject: Fire flow Analysis for the Gateway Apartments
Dear Mr, Borneman:
This letter s�.immarizes the fire flow capability of the City of Renton's
Water S;stem to supply the proposed Gateway Apartments. A computer analysis
simulati.�g a fire at the site of Building U in the proposed development was
performed for the purpose of determining the fire flow capability of the
City's System. The analysis was based upon the existing Renton Water System
with the extension of 12-inch mains along Talbot Road and Valley Place Southeast
Into the site of the development as shown on the attached figure.
The fire flew analysis was simulated according to the Insurance Services
Office's criteria with the Water System experiencing a maximum day water demand
which is used by the local rating company, the Washington Survey and Rating
Bureau. However, the criteria that the single largest source of supply was out
of service, i.e. due to failures, maintenance, contamination, etc. was not
used. The largest source of supply to the Talbot Hill area is the City's
Valley General Hospital's Booster Pump Station. To treat this System as
being out of service would be unreasonable and would grossly reduce the City's
ability to supply fire flow capability. In addition, it was assumed that the
Talbot Hill Pump Station was in operation and the Rolling Hilts Reservoir was
drawn down approximately five feet.
Results of the analysis indicate that the available fire flow at Building U
is approximately 5,790 gallons per minute (gpm) at a residual pressure of
20 pounds per square inch in the main adjacent to the fire.
However, the velocity in the watermain on Valley Place Southeast is in excess
of 14 fps. Although the flowrate is physically available, there are Potentially
dangerous and severe consequences associated with allowing that flowrate to
occur. We recommend that the safe capac,cy of this pipeline be derated to
3,565 gpw based on a maximum allowable velocity of 10 fps, which would then

result in a total fire flow capacity of e,326 gpm.
It is important to note that without the Valley General Hospital Pump
