BUILDING 6 ZONING The Building 6 Zoning Department Report was DEPARTMENT REPORT: received by the Examiner on February 14. 1984. PUBLIC HEARING: After reviewing the Building and Zoning Department Report, examining available Information on file with the application, and field checking the property and surrounding area, the Examiner conducted a public hearing on the subject as follows: The hearing was opened on February 21. 1984, at 10:30 a.m. n the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The fc.'owing exhibits were entered into the record: Exhibit a1: Yellow rile containing the application, staff report, and other documents pertainirg to posting and publication. Exhibit M2: Site plan showing the specific well ho-se location and roadway. Exhibit i3: Elevation and floor plan of the proposed structure. Roger Blaylock, Zoning Administrator, presented the staff report. He stated the application is for site plan approval to allow a municipal water supply well (Well 89) to be located in a P-1 zoned district, being the northern comer of the Cedar River Park facility to the east of 1-405. The Comprehensive Plan designation for the site is recreation and the zoning is P-1. He stated the proposal calls for a basic structure compatible with others in the Cedar River Park area: that staff does not see any major impacts from the development. The ERC has issued a declaration of non-significance and have required the review of the roadway improvement plans separately. The Examiner noted he was not reviewing roadway structures at this point: he was merely concerned at this hearing with the site plan for the well structure: that the roadway was net an issue In this hearing. Mr. Blaylock further noted the facility would be a three-room structure and that the various city departments have commented favorably on the proposal. Therefore, the staff recommends approval of the Well House a9 proposal as submitted. The only other person in attendance at the hearing was Bob Bergstrom of the Public Works Department. Mr. Bergstrom indicated he had no comments to make regTrding the proposal. City of Renton. Department of Public Works, filed a request for approval of a site plan for a well/pump house facility In an existing city park. 2. The application file containing the application, the State Environmental Policy Act (SEPA) documentation, the Building & Zoning Department Report, and other pertinent documents.was entered into the record as Exhibit a I. 3. Pursuant to the City of Renton's Environmental Ordinance end SEPA, a Declaration of Non-Significance has been issued for the subject proposal by the Environmental Review Committee(ERC), responsible official. 4. Plans for the proposal have been reviewed by all city departments affected by the impact of this development. 5. The subject proposal met with no opposition from the public. 6. The subject site Is located in the northwest comer of the Cedar River Park, just south of the Maple Valley Highway and east of 1-405. 7. The site is zoned P-1 which requires site plan review of any structure proposed. The Comprehensive Plan designates the area In which the park is located as suitable for recreational uses. S. The site utilized by the complex will be approximately I,D00 sq. ft, In area. the complex will contain three rooms, the well room, a telemetry room, and a chlorine Processing room. A road will be extended for the existing northwesterly parking area to serve the subject site. An expansion and modification of the existing road network in the park is not under review at this time and is not part of this site plan review. ?. The site will be automated with periodic maintenance. 10. The building will be designed to match the existing treatment for other park buildings located on the site and should not be Intrusive. H. The well will provide approximately 14% of the city's water supply which is approximately 1,500 gallons per minute. CONCLU5IONS: 1. 1he subject proposal appears to serve the public u.e and interest. The construction of the well house will safeguard the well and its associated equipment for vandalism and the elements, and will be aus,gned to blend with the other facilities it the park. 2. The small building will not unduly impact the park, but too many non-park related uses could infringe an recreational values and the city should safeguard against this eventuality. LOCATION OF PROPOSED FACILITY i Along the eastern edge of the I-405 right-of-way at the north- bound exit of I-405 to eastbound SR 169 (Maple Valley Highway) in the City )f Renton. The existing WSDOT catch basin is Offset 110 feet right from WSDOT AR Station 71+75t. ACCESS PERMITS Not applicable. LANDSCAPING No change in landscaping on WSDOT right-of-way. DRAINAGE See attached drawings. The existing City of Renton storm drainage system, within the City's Cedar River Park, collects runoff from the 1-405 right-of-way as well as from the park itself. As part of a program to protect the City's potable water supply system from runoff contamination, a berm will be constructed within the City perk along with new catch basins and piping to collect park runoff. ' O State of Washington Page 2 June 27, 1984 5171<6.A9 Three existing catch basins and connecting 8-inch diameter piping located along the outside edge of the berm will be reconstructed to divert runoff collected from the I-405 right-of-wey to an existing WSDOT catch basin. The only work that will involve WSDOT right-of-way is the connecting pipe to the WSDOT catch basin. The existing catch basins and 8-inch piping have functioned properly in the past. Also the area served by these catch basins will be significantly diminished due to the construc- tion of the berm and new drainage system within the park. Therefore, the existing 6-inch diameter pipe size and slope are sufficient and additional design calculations for the piping are not necessary. We understand that the WSDOT is considering realigning I-405 through the Renton area in the near future (approximate con- struction schedule - 1987) . The realignment work will involve redesign of the existing WSDOT storm drainage facilities. The 8-inch storm drain connection may be an interim measure because the ultimate WSDOT storm drainage design will address protection of the City's potable water supply system.
